About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, in partnership with the Department of Natural Resources Parks and Recreation Division, is procuring design-build services for solar photovoltaic arrays and electric vehicle charging infrastructure at Straits State Park (720 Church Street, Saint Ignace, Michigan, Clare County). The project requires the design and installation of approximately 149.5 kW-dc solar PV systems across two locations—the North Campground (132 kW-dc with 70 kW-ac inverter) and Headquarters Building (17.5 kW-dc with single-phase 120/240V-ac tie-in)—along with one Level 2 EV charging station featuring dual 80-ampere ports with J1772 and NACS connectors capable of 15 kW rated capacity and supporting cellular connectivity and contactless payment. The design-build entity must provide comprehensive services including topography surveys, soil borings, grading, foundation design, underground electrical service connections, LARA plan review and permit applications, and construction administration with a minimum of three design phase team meetings and twice-monthly progress meetings during construction. All work must be completed outside the primary camping season (May 15 through September 15) with substantial completion required by December 1, 2025, between 8:00 a.m. and 6:00 p.m. Monday through Friday. The mandatory pre-bid conference and site walk-through were held on February 3, 2025, at 1:00 p.m. ET; questions must be submitted by email to Ronda Osga (Osgar@michigan.gov) by 2:00 p.m. Eastern on February 12, 2025; and sealed bids are due on February 19, 2025, at 2:00 p.m. Eastern through the SIGMA VSS system with a 5 percent bid guarantee. Evaluation criteria include best-value bidding with consideration of cost, qualifications, and domestic content percentage estimates, with proposals evaluated by an Ad Hoc Advisory Committee and contract award anticipated by mid-March 2025.
The procurement includes a 10 percent price preference for Qualified Disabled Veteran (QDV) businesses and requires bidders to obtain certification as a Michigan-based business per contract section 2.24. All contractors must comply with Michigan prevailing wage requirements with detailed wage schedules for multiple craft classifications, obtain Performance and Payment Bonds (due at contract award for bids exceeding $50,000), and demonstrate compliance with soil erosion and sedimentation control requirements, environmental protection standards administered by EPA and EGLE, Michigan Occupational Safety and Health Act provisions, and local regulations. The project must integrate with existing infrastructure including Cloverland Electric Cooperative's General Service 1 (GEN1) utility service with full net metering provisions, known sewer utilities at the North Campground requiring construction coordination, and overhead and underground utility lines at the Headquarters location. No incumbent contractors or currently awarded vendors are identified in the solicitation; however, bidders must coordinate with the local utility company for electrical interconnection and submit sealed plans to LARA for review and permitting. The solar systems are designed to qualify for Investment Recovery Act (IRA) 30 percent tax incentives, with sizing constrained to 110 percent annual electricity offset under the 150 kW-ac full net metering cap; liquidated damages of $500 per calendar day are assessed for delays beyond substantial completion. No specific budget range or award value is disclosed in the procurement documents, though the construction cost structure includes categories for Design Services, Construction/Trade Labor/Subcontractors (with a $50,000 provisional allowance), General Conditions, Overhead and Profit, and Management Services utilizing a Not-To-Exceed Bid structure.
