About this file

This is an Addendum No. 02 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Straits State Park Solar PV & EV Charging Stations project (File Number 751/25054.RLO). The project involves the design and construction of solar photovoltaic (PV) systems and electric vehicle (EV) charging infrastructure at Straits State Park. Key clarifications from the addendum confirm that the Headquarters location has single-phase utility service while the campground has three-phase service; the EV charger should be one 80-amp dual-port charger with either J1772 or NACS connectors, with J1772 preferred; and historical electrical usage data is available in RFP Attachment 1B to assist proposers in sizing the solar PV generator. The proposal due date is February 19, 2025, at 2:00 PM EST. Performance and payment bonds are required at contract award, not at the time of bidding.

The addendum addresses nine questions from prospective bidders regarding project flexibility, tax exemptions, design alternatives including energy storage systems and meter consolidation, consultant and subcontractor requirements, and ownership of equipment such as pad-mounted transformers. The RFP indicates that the scope of work is defined in the original request and proposals should reflect that defined scope rather than propose significant design modifications. Regarding contractor eligibility, proposers should refer to sections 6, 2.24, and 4.7 of the Design-Build contract for requirements related to Michigan-based business certification and reciprocity provisions. No bid alternates have been requested for this project, and no additional alternate array areas will be provided.

PROPOSAL DUE DATE:

February 19th, 2:00 PM EST

ADDENDUM ITEMS: (attach additional sheets and drawings if required)

RFI questions / responses below:

Q1- RFP suggests 3-phase MV. Upon site visit utility MV appears to be single-phase. Please confirm.

R1- The Headquarters is single phase the campground is 3-phase.

Q2- Please confirm EV charger is to be a two 80A port pedestal opposed to 80A pedestal. Assumption is one pedestal with two 80A ports

R2-. Charger should be one 80A dual port charger.

Q3- Please confirm whether J1772 or NACS connectors are preferred for EV charger station

R3- Either are approved, J1772 is preferred.

Q4-Please provide tax requirements. Is sales tax exempt on this project? Are there exemptions on specific equipment or materials?

R4- See “Information for Bidders” in the Design-Build contract for tax requirements. There are no tax exemptions that we are aware of.

Q5- How flexible is the design/build aspect of this project? Are we being asked to provide what is essentially in the project diagrams or are we able to make significant recommendations. For example:

• Would you consider or recommend reducing the size of the solar PV generator?

• Would you consider or recommend adding an ESS (energy storage system) to be integrated with the solar PV Array?

• Would you consider or make a requirement for consolidating the electric metering?

• With a meter consolidation it could reduce the trenching by 75%. Would you consider or require a single 13.2 kW point of attachment for the solar PV generator?

• Would you consider a 150 KW pad mount transformer (or smaller pad mount transformer if the PV array is resized) with a 13.2 kW primary located adjacent to the solar PV Generator (array)? There are issues with the ownership of the two existing pad mount transformers. One is utility company owned, and the other is customer owned. Who would own the proposed third pad mount transformer at the PV array?

• Would you consider or make a requirement for EV charger infrastructure and Metering? Cloverland Electric Cooperative has an EV rate specifically for EV chargers.

• Can you provide us with the historical electrical usage data (three years electric bills) for us to properly size the Solar PV Generator?

• There are “line side” (utility company) and customer side aspects of this to this project.

o Would you consider separating the “Line Side” utility work and the “Customer Side” work?

R5- The scope of work is defined in the RFP; the proposal should reflect that scope. See RFP Attachment 1B for electrical usage data.

Q6- Would you consider hiring a non-Michigan company as a consultant to engineer and manage the project and have local Michigan companies provide all labor and other services?

R6- Please refer to section 6, 2.24 and 4.7 in the Design-Build contract. Additional contract provisions may apply.

Q7- The certification of a Michigan Based Business indicates that there can be an Application of State Reciprocity Provisions. If all subcontractors utilized are Michigan based and only the design and management of the project is done by a non-Michigan based company, would that allow participation in the bidding process?

R7-See answer to question R6.

Q8- Please confirm that performance and payment bond is not required for this bid but only upon contract award.

R8- Performance bond and payment bonds are required at contract award.

Q9- You had mentioned an alternate area for arrays. Will this area be shared via addendum #2 along with the updates provided at the site meeting?

R9- No bid alternates have been requested for this project.
