About this file
This is a Design Build Project Advertisement issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration, Design & Construction Division, in coordination with the Department of Natural Resources - Parks and Recreation Division. The project involves design and installation of solar photovoltaic arrays and publicly accessible electric vehicle charging stations at Straits State Park, located at 720 Church Street, Saint Ignace, Michigan. The solar arrays will offset electricity consumption for two utility meters at the facility. The Design Build Entity will be responsible for all design and construction activities, including topography surveys, soil borings, grading, foundation design, and underground electrical service connections. Work must be completed outside the normal camping season (May 15 through September 15). A mandatory walk-through inspection is scheduled for Monday, February 3, 2025, at 1:00 p.m. local time at the park headquarters building. Sealed bids are due on Wednesday, February 19, 2025, at 2:00 p.m. Eastern time. Questions must be submitted by email to Ronda Osga (Osgar@michigan.gov) no later than 2:00 p.m. Eastern on February 12, 2025. The contract will include minimum three design phase team meetings and twice-monthly progress meetings during construction.
Bidders must provide a 5% bid security and submit responses through SIGMA VSS with a maximum of two attachments, each under 25 megabytes. Bid submissions must include bid documents such as bid summaries, schedules, bonds, and certification forms; Qualified Disabled Veteran information may be submitted as a second attachment if applicable. Bidders must estimate domestic content percentage expectations as part of their response. The project requires compliance with all applicable federal codes and standards administered by EPA, OSHA, DOT, and state agencies including EGLE, DNR, and MIOSHA, as well as local regulations. The Design Build Entity will be responsible for coordinating with the local utility company for electrical interconnection and submitting sealed plans to LARA for plan review and permits. The State of Michigan Department of Natural Resources will handle any necessary tree demolition. Project Director Ronda Osga, AIA, can be reached at 989-619-6426 or Osgar@michigan.gov.

DESCRIPTION OF WORK:
Design and installation of solar photovoltaic (PV) arrays to offset electricity for two utility meters, and publicly accessible EV chargers at Straits State Park. This project will be done with a Design-Build contract.
SCOPE OF WORK
The State of Michigan Department of Natural Resources – Parks and Recreation Division - is seeking Design Build services to provide solar power and EV charging stations at Straits State Park. The Design Build Entity (DBE) will be responsible for the design and construction of the project. The DNR has provided a report prepared by Sun Store Energy (DNR Straits PV_EV Report) and Public EV Charging document outlining the scope of work and energy goals to be used as a basis for design. The project consists of adding solar panels and EV station, noting points of interconnect, PV concept, and addressing possible utility location conflicts.
ADDITIONAL CONSIDERATIONS:
• Work to be completed outside of normal camping season, May 15-Sept 15.
• Ground penetrating radar may be needed to locate existing utilities.
• Existing utility drawings are attached to this RFP. The drawings and information presented is for informational purposes and may not be an accurate representation of current existing conditions. All sites will need field verification.
• Include topography survey and soil borings as needed to perform the work
• Target design goals for energy are outlined in the attached report (DNR Straits PV_EV Report).
• Connection of new service to the existing service shall be underground. Directional boring is preferred, but other means of burial will be considered. Previous soil borings in this campground have found a shallow layer of topsoil with limestone to a depth of at least 15 feet-see attached Geotechnical Report.
• DBE to work with local utility company for electrical interconnection.
• DBE to provide all items necessary for design and construction, including grading and soil considerations, foundation design, solar array design targeted goals
• DBE to provide updated schedule at each meeting.
• DNR will be responsible for the demolition of any trees, if needed.
• All solar arrays are assumed to be located on the ground.
• Include time for team meetings (Minimum of 3 during design phase – virtual meetings are acceptable) – twice a month progress meetings are required during the construction phase.
• Meet State and local codes including SESC and EGLE as required. Submit sealed plans to LARA plan review and permits.
• Bidder to provide estimate for domestic content percentage expectations.
• Additional requirements as outlined in the Design Build Contract.
Please NOTE:
• Bid responses and bid attachments MUST be uploaded to SIGMA VSS.
• Contractors should only submit a maximum of two (2) attachments (both being less than 25 MB) for bid responses. One attachment is to be bid documents (i.e., Bid Summary, Bid Schedule, Bid Bond, Certification forms, Signature Authority, etc.) and if applicable, the other attachment should be Qualified Disabled Veteran (QDV) information (DD214, Proof of 51% Ownership and Proof of Service-Connected Disability).
