About this file

This Addendum No. 1 document issued by the Michigan Department of Technology, Management and Budget (DTMB) on February 5, 2025, provides clarifications and modifications to the Request for Proposal for the Straits State Park Solar PV and EV Charging Stations project (File Number 751/25054.RLO). The project, administered by DTMB's State Facilities Administration Design and Construction Division in partnership with the Michigan Department of Natural Resources (DNR), involves the design and construction of a solar photovoltaic array, publicly accessible electric vehicle charging infrastructure, and associated control systems. The scope includes installation of one Level 2 charger with two ports (80A dual port, pedestal mount, 15 kW rated capacity) with J1772 and NACS connectors, support for EMV contactless payment, and cellular connectivity for remote monitoring. The solar array will be sized at approximately 149.5 kW-dc (17.5 kW-dc for the Headquarters Meter and 132 kW-dc for the North Campground Meter) to offset electricity consumption for two utility meters at Straits State Park (720 Church Street, Saint Ignace, Michigan). The mandatory pre-bid meeting was held on February 3, 2025, at the project site. Questions must be submitted via email to osgar@michigan.gov no later than 2:00 p.m. on February 12, 2025. Proposals are due on February 19, 2025, at 2:00 p.m. EST to both the issuing office and the SIGMA VSS system. Contract award is anticipated by mid-March 2025, with substantial completion scheduled for December 1, 2025, and work to be completed outside the normal camping season (May 15–September 15) between 8:00 a.m. and 6:00 p.m. Monday through Friday.

The base bid must include the specified Level 2 charger with design-build services encompassing Phase 500 final documents, Phase 600/700 construction administration, LARA plan review permit applications, and all necessary permits and approvals. Design-build proposals must include a $50,000 DTMB provisional allowance under the bid schedule, plan review fees, consultant and testing expenses, all as reimbursable expenses, along with completed and signed bid summary, bid schedule, QDV form if applicable, Certification of a Michigan Based Business, and bond forms. An alternate bid option includes installation of a DNR-provided Ford Pro charging station. The project will be evaluated by an Ad Hoc Advisory Committee. Pricing and funding information from the RFP indicates the utility is Cloverland Electric Cooperative under the General Service 1 (GEN1) rate plan with full net metering provisions, and the project sizing is constrained to a 110% annual electricity offset under 150 kW-ac to qualify for Investment Tax Credit incentives (IRA 30% credit). The bidder must provide domestic content percentage estimates and explain feasibility assessments for complex technical elements including medium voltage equipment integration for the North Campground meter, underground utility coordination, and long-term data acquisition monitoring systems. The contractor is responsible for obtaining and paying for all permits and coordination with LARA and the utility company and must maintain 100% on-site supervision during construction.

DNR.MEO – Straits PV and EV Page 1 of 7

Straits State Park:

720 Church Street, St. Ignace, MI 49781

The Michigan DNR intends to own and operate behind-the-meter solar PV systems at Straits State Park. This scope of work includes the design and build of PV arrays to offset electricity for two utility meters and for the installation of publicly accessible EV chargers. Available site data including drawings, photos, and load profiles are provided as additional exhibits.

An overall design concept is shown in Figure 1. Cloverland Electric Cooperative, the regional electric utility provider, has communicated one area of PV arrays may offset two utility meters. This is conditional upon each utility meter connecting to independent AC power generators (inverters). Additionally, DNR plans for a Level 2 charger with two ports to be installed within the North Campground electrical circuit.

DNR.MEO – Straits PV and EV Page 2 of 7

Overall PV Design

The PV design details are applicable for both utility meters except when specifically defined per meter.

Figure 2: PV Array area.

Project details and assumptions:

1. Array Layout: 30 degree fixed-tilt, 2-high modules in portrait, min 3’ from ground.

2. Major Equipment:

a. Modules: Bifacial modules are Tier 1 or equivalent.

i. Total Project Size Estimate: 149.5 kW-dc.

ii. HQ Meter Size: 17.5 kW-dc

iii. N Campground Meter Size: 132 kW-dc

b. Inverters: May be microinverters or string inverters. Multiple inverters are preferred per meter.

i. HQ Meter Voltage: Single phase, 120/240V.

ii. HQ Meter Inverter Size Estimate: Variable pending microinverters or strings. Assume inverter loading ratio in the range of 1.2 – 1.3.

iii. N Campground Meter Voltage: Three phase, 13.2 kV

DNR.MEO – Straits PV and EV Page 3 of 7

iv. N Campground Inverter Size Estimate: DC:AC ratio of 1.2 – 1.3. Variable pending bidder proposal and explanation of 1,000V or 1,500V string inverters.

c. MV Equipment:

i. N Campground Meter: The 13.2 kV interconnect will require a step-up transformer and need to integrate with the existing DNR owned MV cable between the utility meter and the N Campground electrical infrastructure. The Bidder should explain their proposal of new DNR-owned medium voltage equipment.

d. Balance of System:

i. HQ Meter: The Bidder should provide a brief explanation describing the feasibility of modules sharing a rack for two different meters and inverters, and any potential grounding implications with the systems sharing electrically conductive equipment.

ii. N Campground Meter: The two key areas for PV electrical design are near the PV array and near the interconnect. The Bidder may propose a direct bore solution in conduit for the PV power as DC or as medium voltage AC, low voltage AC is assumed impractical.

Note, the area near the utility’s meter is land constrained.

3. Land Constraints:

a. For the PV Array: Road to West, trees to North and South, property boundary and ditch to East.

Setbacks from the road, north tree line and southern trees should be communicated in Bidders explanation.

b. The area near the N Campground Meter is also relatively constrained due to the wooded surroundings.

4. Shade Details: Tree trimming and vegetation removal is expected to be performed by DNR, Bidder should provide an explanation of their preliminary assessment of tree trimming in proposal.

5. Fence Requirements: DNR prefers no permanent fence around the PV array but will defer final requirements to comply with applicable codes. For example, it is assumed the National Electrical Code requires fencing around systems greater than 1,000V. If fencing is not proposed nor required, Bidder should include a solution for minimizing the quantity of exposed wire as risk mitigation from the general public.

6. Underground Conditions:

a. Utilities: Known underground utilities include DNR owned sewer and water lines in the PV array area. There is a survey drawing showing the utilities, though the dimensions of the drawing appear inaccurate. For example, the entrance road has been measured to 16’ while the survey drawing states 20’. Bidders should include an explanation of how to manage construction when existing underground conduits are assumed to not include traceability.

b. DNR requires all underground wires be installed in conduit.

7. Data Acquisition System: In the bid provide the bidder’s recommendation for long-term data monitoring inclusive of any necessary long-term costs such as cellular plans or a method to connect to site communications.

8. Load Data: Annual electricity usage including EV charging projections are as an attachment to the RFP.

9. Interconnection: Areas of interest are provided in diagrams here and additional photos in the exhibits.

a. HQ Meter: Recommended line side POCC prior to HQ panelboard, such as adjacent to utility meter, or the most feasible location between the utility ownership and DNR ownership.

DNR.MEO – Straits PV and EV Page 4 of 7

b. N Campground Meter: Recommended line side POCC near meter.

10. Utility and Rate Case: Cloverland Electric Co-Op. General Service, GEN1. Full Net Metering rate.

11. Utility sizing constraints: 110% annual electricity offset. Size is under 150 kW-ac full net metering cap.

12. Financial Incentive Potential Qualifications: IRA: Under 1 MW (30%), Bidder to provide estimate for domestic content percentage expectations.
