About this file
This is a Project Description and Design Specifications document from the Michigan Department of Natural Resources (DNR) regarding solar photovoltaic (PV) and electric vehicle (EV) charger installations at Straits State Park in St. Ignace, Michigan. The project involves the design and installation of behind-the-meter solar PV arrays at two locations: the North Campground and Headquarters Building. The North Campground project requires approximately 84 kW-dc bifacial modules with a 70 kW-ac inverter system, along with two Level 2 EV chargers with a maximum 19 kW charge rate. The Headquarters project requires a smaller system of approximately 9-18 kW-dc with single-phase 120/240V-ac tie-in. Both arrays are designed with 30-degree fixed-tilt, 2-high module configurations with a minimum 3-foot ground clearance, with an optional cost line item for 4-foot height due to snow considerations. Both projects are sized to offset 100% of annual electricity usage for their respective meters and must remain under the 150 kW-ac full net metering cap.
Both projects are interconnected with Cloverland Electric Cooperative under General Service rates with full net metering provisions. Bidders must provide recommendations for long-term data acquisition systems including cellular connectivity or site communication alternatives. The DNR is open to either independent PV arrays per meter or a single larger array solution if utility-approved. Key site constraints include known sewer utilities at the North Campground requiring construction coordination, overhead and underground utility lines at the Headquarters location, and minimization of exposed wiring as a public safety risk mitigation measure. Both projects qualify for Investment and Recovery Act (IRA) incentives at 30% for systems under 1 MW, with bidders required to estimate domestic content percentages. The document references supporting attachments including existing site conditions drawings and photos, load data models, and EV charging projections to guide the design and bidding process.

The Michigan DNR intends to own and operate behind-the-meter solar PV arrays at Straits State Park. The PV arrays for two utility meters are planned to offset 100% of their respective annual electricity usage. DNR assumes each PV array is required to be independent but is open to one larger PV array if the utility accepts this solution. Design concepts for each meter are shown in Figure 1 and Figure 2. Available site data including drawings and photos are provided in Attachment A: Existing Conditions.
In addition to the solar arrays, DNR is also planning on concurrent EV charger installations. For the North Campground meter, DNR plans (2) Level 2 chargers approximately 19 kW in maximum charge rate. The annual load data for this meter and a projection of EV electricity usage are provided in Attachment B: Load Data. The new PV arrays should be sized to offset both existing load and pragmatic projections for EV charging.

Project details and assumptions:
1. Array Layout: 30 degree fixed-tilt, 2-high modules in portrait, min 3’ from ground.
a. Due to snow potential, DNR requested additional line item for the extra cost of increasing the minimum panel height to 4’.
2. Major Equipment:
a. Target bifacial modules are Tier 1 or equivalent modules.
i. Approximately 84 kW-dc.
b. Target inverter(s) may be microinverters or string inverters.
i. Approximately 70 kW-ac,
c. Step-up transformer to primary voltage, assume 13.2 kV.
3. Land Constraints: Road to West and tree line to the South.
4. Shade Details: No major obstructions expected, no known tree trimming required.
5. Fence Requirements: Fence for MV transformer. No permanent fence required around PV array. Bidder should include a solution for minimizing the quantity of exposed wire as risk mitigation from the general public.
6. Underground Utilities: Known sewer utility in the PV array area. Coordinate with construction general contractor.
7. Data Acquisition System: In the bid provide the bidder’s recommendation for long term data monitoring inclusive of any necessary long-term costs such as cellular plans or a method to connect to site communications.
8. Load Data: Annual electricity usage including EV charging projections are included in Attachment B: Load Model. According to Cloverland Electric Cooperative, this estimate should be sufficient for the behind-the-meter solar interconnection application.
9. Interconnection: Bidder should expect access for underground medium voltage route from PV array to the existing meter. A secondary path is also known should an issue arise.
10. Utility and Rate Case: Cloverland Electric Co-Op. General Service 3. Full Net Metering rate.
11. Utility sizing constraints: 100% annual electricity offset. Size is under 150 kW-ac full net metering cap.
12. Financial Incentive Potential Qualifications: IRA: Under 1 MW (30%), Bidder to provide estimate for domestic content percentage expectations.

3. Land Constraints:
a. Overhead power lines to North and East. Underground utility lines to West, and maintenance road South. Final distance from maintenance road to be discussed with DNR, and whether any bollards may be necessary if distance is very small.
4. Shade Details: No major obstructions expected, no known tree trimming required.
5. Fence Requirements: No permanent fence required around PV array. Location of temporary construction fence to be coordinated for maximum PV size. Bidder should include a solution for minimizing the quantity of exposed wire as risk mitigation from the general public.
6. Underground Utilities: Underground utilities West of the array are not yet certain. Coordinate with construction general contractor.
