About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), in conjunction with the Department of Military and Veterans Affairs (DMVA), is seeking a general contractor to perform a comprehensive renovation of Buildings 536Q and 534Q at Camp Grayling Joint Maneuver Training Center in Crawford County. The renovation project encompasses approximately 7,671 square feet of dormitory-style billet buildings and includes extensive work across multiple disciplines: demolition of existing systems, structural repairs and enhancements, complete mechanical and HVAC system upgrades, comprehensive plumbing renovation with modernized fixtures, electrical service upgrades including new underground feeder cables, fire suppression and alarm system installation, asbestos and lead-containing paint abatement in compliance with PA 59 of 2024 and PA 54A, roofing repairs, new exterior masonry veneer installation with modified anchor systems, interior finishes including gypsum board and quarry tile flooring, new doors and windows, and miscellaneous site work and landscaping restoration. All work must comply with the 2021 Michigan Building Code, 2021 Michigan Mechanical Code, 2021 Michigan Plumbing Code, 2023 National Electrical Code, and 2021 Michigan Energy Code. The project requires coordination among multiple trades, submission of comprehensive submittals including product data and shop drawings, completion of testing and commissioning procedures per ASHRAE standards, and delivery of as-built documentation and operation manuals prior to substantial completion. Bidders must submit questions to Adam Pohl at pohla4@michigan.gov no later than May 20, 2026, at 10:00 a.m. Eastern time; a mandatory pre-bid conference and building tour is scheduled for May 6, 2026, at 10:00 a.m. at Building 30, Howe Road; and sealed bid responses are due through the SIGMA VSS system on May 27, 2026, at 2:00 p.m. Eastern time. The contract period is 365 calendar days from the Notice-to-Proceed, with standard working hours of 7:45 a.m. to 4:30 p.m. Monday through Friday.
Michigan prevailing wage requirements apply to all workers under 2023 PA 10, with certified payroll submissions required to the Department of Labor and Economic Opportunity, and wage rates are established in the Crawford County Building wage determination document. The State offers a 10 percent pricing preference to Service-Disabled Veteran-Owned Businesses (SDVOBs) that meet the criteria established under Public Act 91 of 2005, provided the bidder submits appropriate documentation including DD214 or military discharge paperwork, proof of service-connected disability, and proof of business ownership, or alternatively, provides NVBDC certification. All contractors must register with the Federal System for Award Management (SAM) and provide a Unique Entity Identifier prior to contract execution due to federal funding sources, and must comply with Davis-Bacon Act prevailing wage requirements and Equal Employment Opportunity mandates. A 5 percent bid security is required, and performance and payment bonds are mandatory for all bids exceeding $50,000. The project includes a base bid with a $7,000 cash allowance for natural gas regulator removal and reinstallation, a $100,000 provisional allowance for contingency work, and an Alternate 1 deductive option to eliminate all work pertaining to Building 534Q and related site work, allowing flexible pricing strategies; the exact contract award value will depend on the final bid amount accepted by the State. All work at Camp Grayling requires compliance with military installation access restrictions, security identification requirements, and Camp Grayling security protocols.
