About this opportunity

The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, is procuring HVAC construction and installation services for Phase 1 improvements at the Central Michigan Correctional Facility located at 320 Hubbard Street, St. Louis, Michigan. The scope of work includes replacement of boilers in the West Food Service Building, East Education Building, and multiple Housing Unit Buildings, as well as replacement of an Air Handling Unit and Air Conditioning unit in the West Administration Building. The project encompasses mechanical and electrical demolition and installation work, including removal of existing boilers, heating piping systems, gas piping, controls, and installation of new boilers, piping, valves, pumps, and control systems with new roof curbs and boots, combustion air and vent piping, and electrical connections. The contract period is 68 weeks (476 calendar days) from Notice to Proceed, with separate interim Substantial Completion dates for each building in priority order: West Administration Building first, followed by East Education Building, West Food Service Building, and Housing Unit Buildings, with all heating equipment required to be fully operational by October 1st and boiler replacements restricted to May 15 through September 30. A mandatory pre-bid meeting and facility walk-through inspection were held on February 24, 2026, at 2:00 p.m.; bids are due by March 25, 2026, at 2:00 p.m. Eastern time through the SIGMA VSS website in Adobe PDF format with a maximum file size of 25 MB. Final questions must be submitted by March 18, 2026, at 12:00 p.m. Eastern time to Sam Hanover at Matrix Consulting Engineers, Inc. All contractor and vendor representatives attending the pre-bid walk-through must submit a Vendor/Contractor LEIN Request five business days prior to the meeting, and all personnel require LEIN criminal history clearance, security screening, mandatory employee orientation, site-specific training, and facility escorts during work. Bids must include a 5% bid security, a $200,000 allowance in the base bid, and lump-sum pricing with itemized alternates, with liquidated damages assessed at $500 per calendar day for failure to meet completion deadlines.

Service Disabled Veteran Owned Businesses (SDVOBs) that are 51% or more owned by one or more veterans with a service-connected disability may claim a 10% pricing preference on this State of Michigan contract under Public Act 91 of 2005; to qualify, SDVOBs must submit documentation including DD214, VA Rating Decision Letter, proof of business ownership, or NVBDC certification, though Michigan does not accept federal CVE database or SBA VetCert certifications. All bidders and subcontractors must complete LEO state project registrations (SPR) at a cost of $500 per registration, submit asbestos attestation documentation, and provide Performance and Payment Bonds equal to the contract award amount for all bids exceeding $50,000. The work is subject to prevailing wage requirements under Michigan Public Act 10 of 2023, with specified wage rates for all construction classifications, and contractors must comply with special working conditions for the correctional facility including restricted tool policies, no weekday extensions or weekend work without written authorization, electrical outages limited to two-hour windows with portable generator backup for longer shutdowns, and maintenance of domestic hot water service in buildings during construction except for coordinated switch-over shutdowns. The contract documents reference the September 30, 2024 Building Materials Survey for the East Administration building and require strict adherence to soil erosion and sedimentation control regulations and asbestos abatement procedures. Integration with existing systems is required, including coordination with the facility's StarNet 2 building automation system, Precision Roofing roof warranties, and Versatile Roofing Systems for roof penetration patching verification. The contract budget includes two provisional allowances of $200,000 each for contingent work as directed by the Project Director, with the owner reserving the right to eliminate entire line items via post-bid addendum to fit available funding, though changes to bid schedule line-item pricing are not permitted.
