About this opportunity
The City of Suffolk, Virginia is requesting bids for comprehensive renovation of the Godwin-Virginian Pilot Building located at 157 North Main Street under IFB 27011-JS, with bids now due September 14, 2026 at 3:00 p.m. (revised in Addendum 5). The scope encompasses structural repairs, roofing replacement, interior renovation accommodating private offices and police wellness facilities, mechanical and electrical upgrades, plumbing installations, and parking lot reconfiguration on Saratoga Street, with a 304-calendar-day completion schedule. Extensive hazardous materials abatement is a critical component: the contractor must manage asbestos-containing materials across flooring, mastic, ceiling panels, ducts, and exterior components; lead, cadmium, and chromium remediation on painted surfaces; and PCB ballast and mercury lamp removal in compliance with 29 CFR 1926.1101 (asbestos), 29 CFR 1926.62/1926.1126/1926.1127 (lead/cadmium/chromium), and 40 CFR 261–262. The contractor must be Virginia-licensed under Title 54.1, Chapter 11 with the appropriate class based on contract value and establish Class I full containment negative pressure enclosures with continuous air monitoring for asbestos work, maintaining airborne concentrations below 0.01 fibers per cubic centimeter for exterior and 70 structures per square millimeter (TEM) for interior areas requiring reoccupancy. All ACM waste must be transported to EPA and state-approved landfills with receipts provided within three days; the Owner covers initial clearance testing and final inspection, while the contractor bears recleaning, resampling, and personal air monitoring costs if limits are exceeded.
All work must comply with 2021 Virginia Construction Code, 2021 Virginia Existing Building Code (Level 1 alteration with Type II-B construction), ADA accessibility requirements, and Virginia Energy Conservation Code (minimum R-30 continuous insulation). The contractor must submit a lump-sum bid on an F.O.B. Destination basis with freight included. A 5% bid bond or certified check is required, along with general liability ($2 million aggregate minimum), automobile liability ($1 million combined single limit), workers' compensation, and umbrella/excess liability ($2 million), with proof of coverage 15 days prior to work commencement. Performance and labor/material payment bonds equal to the contract amount remain in effect for one year following final acceptance. Payment terms are Net 45 days from invoice approval with 5% retainage held until final completion. The contractor is responsible for all trade permits, utility tap and impact fees, and builder's risk insurance; the City covers only building permit fees, Owner's Project Monitor costs during hazmat work, and commissioning agent fees. Liquidated damages apply per calendar day for non-compliance calculated under VDOT standards. The mandatory pre-bid meeting and site visit was held July 23, 2026; questions were due September 3, 2026. Addenda 1–7 have been issued, with Addendum 7 (posted September 3, 2026) addressing 70 requests for information and confirming no Davis-Bacon prevailing wage requirement. The project does not require a project trailer or Clerk of the Works. An alternate bid item allows stripping existing exterior paint prior to repainting the north, south, and west walls. Anticipated award is October 5, 2026, with Notice to Proceed expected October 19–23, 2026. Contract Officer: Jay Smigielski, Purchasing Agent, City of Suffolk Purchasing Division, (757) 514-7520.
