About this file

This is an Addendum 3 to Invitation for Bid (IFB) 27011-JS issued by the City of Suffolk, Virginia, for the renovation of the Godwin-Virginian Pilot Building located at 442 W. Washington Street, Room 1086, Suffolk, VA 23434-5237. The project encompasses comprehensive building renovation work requiring contractors to furnish all labor, materials, equipment, transportation, licenses, permits, and fees necessary for completion. The scope includes structural and architectural work across multiple disciplines, with an alternate bid item for repainting three sides of the building (excluding the front facade facing Main Street), which requires stripping existing exterior paint, repointing brick, filling cracks, and repainting. Bids are due September 11, 2026, at 3:00 PM local time, with award to be made on a lump-sum basis for the total base bid amount. The project carries a 304-calendar-day completion schedule, and a Limited Notice to Proceed (NTP) is permissible to allow time for permits, approvals, and long-lead item submissions prior to site mobilization.

The addendum contains 52 Requests for Information (RFIs) addressing specification clarifications, insurance responsibilities, site logistics, electrical systems, security systems, fire protection modifications, exterior signage, interior finishes, and various technical construction details. Key determinations include that builders' risk insurance is the contractor's responsibility; no designated contractor parking is available; the Owner will supply and install television mounts and brackets; the Owner will cover building permit fees only, with all other trade permits to be obtained and paid by the contractor; utility tap and impact fees must be included in the general contractor's bid; and the project does not require Davis-Bacon prevailing wages. The City does not require a project trailer, and revised demolition, new work, and detail drawings for all disciplines are under revision and will be issued upon completion. Control system specifications mandate Trane Controls as the sole acceptable manufacturer, with Distech Controls explicitly rejected.

The contractor.

1 7/21/2026 Site Parking Civil Robyn Niss

Will there be contractor parking available on site or will we have to look for pay parking near the site?

No designated contractor parking is available. The Contractor can use off-site public parking or phase improvements to allow parking/staging on site.

2 7/21/2026 Ceiling Tiles - Second Floor Architect Nick Dunlevy

For 2nd floor ceiling tile replacement, we will need to know the tile type and a quantity/percentage of the tiles needing replaced?

Most ceiling tiles being removed on second floor for roofing/mechanical demo and new work should be carefully removed and reinstalled in place.

AD112 shows every anticipated area where ceiling tile will need to be removed. The only room that will need new ceiling tile is where the lightwell and chimney flue were demolished. Product can be the same as ACT1 in finish schedule but 2x4 instead of 2x2.
