About this opportunity

The City of Midland, Texas is requesting bids on a Fiscal Year 2027 Concrete and Caliche Master Agreement, with bids due September 23, 2026 at 2:00 PM. A local-vendor preference applies under Texas Local Government Code 271.9051, permitting the City to award to local bidders whose bids fall within 5% of the lowest non-local bid if the City Council determines in writing that the local bidder offers superior value.

The scope comprises fourteen line items covering readymix concrete in grades from 2000 PSI to 4000 PSI with estimated quantities ranging from 10 to 2,000 cubic yards per item, concrete sand, pea gravel, accelerator, expansion joints, remix services, stabilized caliche base, and integrally colored concrete in standard and premium color options. Bidders must specify unit costs and total costs for each item, delivery-time notice requirements, minimum load size, and any charges for orders below minimum load. The City reserves the right to pick up concrete from the supplier's facility using City-owned mixer trucks at no additional charge; no delivery fees, fuel surcharges, short-load charges, batching fees, or loading fees apply to City pickup orders. Delivery occurs to the Transportation Department at 1602 E Orchard Lane Building 3, Midland, Texas.

The contract term is one year with an option for the City to renew for an additional one-year period upon thirty days' written notice. Pricing is fixed for the full contract term with freight and delivery included. Payment is due within thirty days of invoice receipt. The City reserves the right to award by individual item or total package to the lowest responsible bidder or the bidder offering best value under Texas Local Government Code Section 252.043, and may terminate for convenience with thirty days' written notice or for default with forty-five days' cure opportunity.

Bidders must submit bids through Bonfire, acknowledge all addenda, provide brand-name product numbers with descriptive literature, execute any required bonds within twenty-one days of notification, and carry Worker's Compensation Insurance as required by Texas statute. Bids must include signed conflict-of-interest questionnaires (Form CIQ) if applicable, non-collusion statements, and acknowledgment of all three addenda. Late proposals are not accepted. Bidders who do not submit either a bid or formal "no bid" response will be removed from the bidders list for this material type.
