About this file

This is a Detail Sheet for a Readymix Concrete and Caliche Master Agreement for the City of Midland, Texas for Fiscal Year 2027. The solicitation requests pricing for fourteen line items encompassing various concrete mixes, aggregates, additives, and related services. The concrete products include multiple PSI grades ranging from 2000 PSI to 4000 PSI, with quantities varying from 10 cubic yards to 2,000 cubic yards per item, including specialized options such as synthetic macrofiber reinforcement, microfiber reinforcement, and integral color pigments in both standard and premium varieties. Additional items include concrete sand, pea gravel, accelerator, expansion joints, remix costs, and stabilized caliche base. The estimated quantities represent a one-year contract period, and bidders must specify delivery time notice, minimum load size for supplier delivery, and any additional charges for orders below the minimum load threshold.

Bidders must submit unit costs and total costs for each line item, with the contract award determined by either the lowest responsible bidder or the bidder offering the best value to the City of Midland as evaluated under Texas Local Government Code Section 252.043. The City reserves the right to pick up ready-mix concrete from the supplier's facility using City-owned mixer trucks at no additional charge, with no delivery fees, fuel surcharges, short-load charges, batching fees, or loading fees applicable to City pickup orders. All vendor inquiries and bid clarifications must be submitted in writing to the City of Midland Office of the Purchasing Agent. Bidders are required to sign and submit the bid documents with acknowledgment of specified waivers regarding attorney's fees and claims against the City; failure to include the signed waiver form will result in the bid being deemed non-responsive and rejected.
