About this opportunity
The City of Daytona Beach, Florida (within Volusia County) is soliciting competitive bids through Invitation to Bid 2633ITB for the comprehensive rehabilitation and upgrade of Lift Station #69, a critical sanitary sewer infrastructure project. The scope of work includes demolition of the existing dry-pit station, rehabilitation of the existing wetwell, installation of two new 15-horsepower submersible pumps, construction of new electrical services and infrastructure including a 50-kilowatt diesel generator with automatic transfer switch, installation of a level monitoring and control system with a new Radio Telemetry Unit (RTU), modifications to force mains and connections, site work including excavation, dewatering, backfill, paving, sodding, and landscaping, and temporary bypass pumping operations. Bidders must possess an active Florida General Contractor (CGC) license with a minimum of five years of successful operation in Florida and must complete a Project References Questionnaire documenting their qualifications, including descriptions of three similar projects and references from three municipalities. All bids must be submitted exclusively online through the City's OpenGov Platform at https://procurement.opengov.com/portal/codb by April 16, 2026, at 2:00 p.m., with a non-mandatory pre-bid conference scheduled for March 20, 2026, at 10:00 a.m. via Microsoft Teams. The deadline for questions and requests for interpretation is April 9, 2026, at 5:00 p.m., and bid opening will occur on April 16, 2026, at 2:00 p.m., with virtual participation available.
The solicitation does not specify set-aside designations or restrictions on organization types based on disadvantaged enterprise classifications in the available documentation. Bid security of 10 percent is required, and performance and payment bonds equal to 100 percent of the contract price are mandated unless the contract price is less than $100,000. Comprehensive insurance requirements include workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence, and excess liability of $2,000,000 per occurrence. The contract will be subject to Florida's Prompt Payment Act with monthly progress payments after approval, 5 percent retainage until 50 percent completion, and 5 percent thereafter for contracts valued at $200,000 or more. Liquidated damages will apply for failure to complete work on schedule, and the City will hold bids for up to 60 days for review and investigation prior to award. While no specific budget range is disclosed in the available solicitation materials, the maintenance of traffic line item is budgeted at $25,000, suggesting a project value potentially exceeding $200,000 and subject to the prompt payment and retainage provisions applicable to larger municipal contracts.
