All bids must be submitted exclusively online through the City's OpenGov Platform at https://procurement.opengov.com/portal/codb by April 16, 2026, at 2:00 p.m. A non-mandatory pre-bid conference is scheduled for March 20, 2026, at 10:00 a.m. via Microsoft Teams, and the deadline for questions and requests for interpretation is April 9, 2026, at 5:00 p.m. Bid opening will occur on April 16, 2026, at 2:00 p.m., with virtual participation available.

Bidders must possess an active Florida General Contractor (CGC) license with a minimum of five years of successful operation in Florida and must complete a Project References Questionnaire documenting three similar projects and references from three municipalities. Bid security of 10 percent is required, and performance and payment bonds equal to 100 percent of the contract price are mandated unless the contract price is less than $100,000. Comprehensive insurance requirements include workers' compensation, commercial general liability with minimum limits of $1,000,000 per occurrence, and excess liability of $2,000,000 per occurrence. The contract will be subject to Florida's Prompt Payment Act with monthly progress payments after approval, 5 percent retainage until 50 percent completion, and 5 percent thereafter for contracts valued at $200,000 or more, with the maintenance of traffic line item budgeted at $25,000, suggesting a project value potentially exceeding $200,000. The City will hold bids for up to 60 days for review and investigation prior to award, and liquidated damages will apply for failure to complete work on schedule.
