FPL Work Versus Contractor Work Summary
This document is a scope of work delineation prepared for the City of Daytona Beach, Florida, outlining the division of responsibilities between Florida Power & Light (FPL) and the general contractor for the Lift Station #69 Rehabilitation project (ITB 2633). The project encompasses the comprehensive rehabilitation of an existing sanitary sewer lift station, including demolition of the dry-pit structure, rehabilitation of the wetwell, installation of two new 15-horsepower submersible pumps, construction of new electrical services with a 50-kilowatt diesel generator and automatic transfer switch, installation of a level monitoring and control system with a Radio Telemetry Unit (RTU), modifications to force mains, and site work including excavation, dewatering, backfill, paving, sodding, and landscaping. The non-mandatory pre-bid conference is scheduled for March 20, 2026, at 10:00 a.m. via Microsoft Teams, with the question deadline set for April 9, 2026, at 5:00 p.m., and bid submissions due April 16, 2026, at 2:00 p.m. through the City's OpenGov Platform. Bidders must hold an active Florida General Contractor (CGC) license with minimum five years of successful operation in Florida and provide a Project References Questionnaire documenting three similar projects and municipal references.
The contractor is responsible for all construction, installation, and site work activities, while FPL retains responsibility for coordination of electrical service connections, generator fuel supply arrangements, and any utility-related modifications to existing FPL infrastructure. Bid security of 10 percent is required, with performance and payment bonds equal to 100 percent of the contract price mandated for contracts exceeding $100,000. Insurance requirements include workers' compensation, commercial general liability with $1,000,000 per occurrence limits, and excess liability of $2,000,000 per occurrence. The contract is subject to Florida's Prompt Payment Act with monthly progress payments after approval, 5 percent retainage until 50 percent completion, and 5 percent thereafter for contracts valued at $200,000 or more. Liquidated damages apply for schedule delays, and the City will hold bids for up to 60 days for review and investigation prior to award.
