The scope encompasses installation of water mains (6-inch to 20-inch ductile iron and PVC pipe), wastewater mains (8-inch PVC), fire hydrants, gate valves, service connections, meter installations, and associated appurtenances; demolition and removal of existing utility infrastructure; and repairs to asphalt, concrete pavement, and base rock. Work spans the 2026–2029 contract term, structured as a master program with individual work orders issued throughout the period. Contractors must hold active Water Operator D licenses and either Wastewater D or Class 1 Collections licenses. All work must comply with City of Midland standards, AWWA standards for water systems, ASTM standards, and OSHA requirements. Payment is unit-price based, with 5% retainage until final completion and acceptance; liquidated damages are $500 per day for delays beyond the contract completion date. Contractors must furnish 100% performance and payment bonds, Commercial General Liability coverage ($1,000,000 per occurrence), Workers' Compensation at statutory limits, and Business Automobile Liability ($250,000 combined single limit), with the City named as additional insured.

The contract maximum is $2,000,000 for the initial term, with renewal options for up to two additional one-year terms capped at $2,000,000 each. A non-mandatory pre-bid meeting is scheduled for July 29, 2026 at 3:00 p.m. at City Hall; questions are due July 31, 2026 at Noon, with addendum release August 3. A 5% bid bond or proposal guaranty must accompany each bid. Bidders must submit a completed Conflict of Interest Questionnaire (Form CIQ) if required under Texas Local Government Code Chapter 176 and complete a local-vendor preference affidavit to claim local consideration.
