About this opportunity
The City of Midland, Texas is procuring a comprehensive fleet of twenty-three (23) vehicles through solicitation number 26003139, with bids due April 9, 2026 at 2:00 PM via the Bonfire platform. The procurement includes full-size and one-ton pickup trucks in various configurations (regular cab, extended cab, and crew cab), four-wheel-drive and two-wheel-drive sport utility vehicles, and high-roof cargo vans, with specific line items and quantities detailed in the specifications document. All equipment must be new, unused, standard production equipment fully serviced and ready for use upon delivery to City of Midland Fleet Services at 1701 E Orchard Lane, Midland, TX 79701, with a minimum of twenty-four hours' advance notice required prior to delivery. Bidders must provide itemized pricing on a per-unit basis with total cost calculations for each line item, EPA mileage estimates, brand and model information, delivery timeframes in calendar days, warranty information, and detailed technical data across two copies of illustrative materials and one operator manual per vehicle. A pre-bid conference will be held at 9:00 a.m. on Wednesday of the week preceding bid opening at 1701 East Orchard, Building 6, Fleet Services Conference Room, with interested bidders required to contact Mr. Eloy Salinas at (432) 685-7451 to confirm attendance. The City will evaluate bids against comparable pricing from the Texas Comptroller of Public Accounts contract and the Houston Galveston Area Council (HGAC) contract and will award to either the lowest responsible bidder or the bidder providing the best value as determined under Texas Local Government Code Section 252.043. Late delivery assessments of $50.00 or one percent of purchase price per day, whichever is greater, will apply to equipment delivered more than ten workdays past the delivery date, and payment will be rendered within thirty days of satisfactory inspection and checkout.
Local bidders whose principal place of business is located within the City of Midland may qualify for preference consideration under Texas Local Government Code 271.9051, whereby the City may award contracts to a local bidder whose bid is within five percent of the lowest bid received if City Council determines in writing that the local bidder offers the best combination of contract price and additional economic development opportunities including local employment and increased tax revenues. All bidders must complete and submit Form CIQ (Conflict of Interest Questionnaire) in compliance with Texas Local Government Code Chapter 176 and must certify compliance with non-collusion requirements; failure to file the required conflict of interest form constitutes a Class C Misdemeanor and subjects vendors to contract termination without recourse and removal from the City's bidders list for a minimum of one year. Bidders must provide at least five customer references from the previous twelve to twenty-four months unless they have previously provided similar goods or services to the City of Midland, and all equipment must meet Federal, State, and local standards including ANSI, OSHA, ICC, DOT, NFPA, UL, and MVI requirements with vendors holding appropriate Texas Motor Vehicle Division licensing. Selected bidders must execute all contract requirements and furnish required insurance documentation (Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $250,000 combined single limit, and Workers' Compensation at statutory limits) within twenty-one days of the transmittal letter date, with the City named as additional insured. The solicitation documents do not specify an overall budget range or maximum award value, but all pricing is to be submitted with freight prepaid and included in the bid price, with the City exempt from Federal, State, and City taxes and providing executed Tax Exemption Certificates for taxable items.
