The City of Midland, Texas is procuring construction services for the Midland International Air & Space Port Beautification Project (Project #900476-505) through sealed competitive bidding. The project encompasses the furnishing of materials and labor for landscape and signage improvements at the airport, including removal and installation of concrete landscape elements, monument bases, retaining walls, concrete curbs and gutters, site clearing, grading, drainage work, electrical conduit installation, and associated infrastructure improvements across 18 line items. Contractors must substantially complete all work within 180 calendar days after receiving notice to proceed, with work commencing no later than 10 calendar days after that notice. The project requires submission of sealed proposals on the provided proposal form by April 29, 2026 at 2:00 p.m. to the City Secretary's office at City Hall in Midland, Texas, with a non-mandatory pre-bid meeting scheduled for April 15, 2026 at 3:00 p.m. at Midland International Air & Space Port (9506 La Force Boulevard). Questions regarding contract documents must be submitted to Maverick Engineering at amellen@maverick-eng.com no later than three days prior to the bid date. Bidders must examine the site, drawings, and specifications prior to submission; successful bidders will be required to provide Performance and Payment Bonds equal to 100 percent of the total contract price, executed in five original counterparts by a corporate surety authorized in Texas. The contract requires Commercial General Liability insurance of $1,000,000 per occurrence, Business Automobile Liability of $250,000 combined single limit, and Workers' Compensation at statutory limits, along with prevailing wage compliance under Davis-Bacon Act standards with hourly rates ranging from $10.58 to $33.17 depending on labor classification. The City reserves the right to reject any or all bids and will award the contract to either the lowest responsible bidder or the bidder offering the best value to the City as determined under Texas Local Government Code Section 252.043.

The City of Midland offers local preference consideration under Texas Local Government Code 271.9051 for bidders whose principal place of business is located within Midland city limits; bidders seeking this preference must complete and submit an Affidavit of Eligibility to Erika Martinez, Purchasing Manager. Local bidders whose bids are within five percent of the lowest bid received may be awarded the contract if the City Council determines in writing that the local bidder offers the best combination of contract price and additional economic development opportunities, including local employment and increased tax revenues. No incumbent contractors or existing infrastructure integration requirements are identified in the procurement documents. All bids must be accompanied by a bid guaranty of five percent of the largest possible lump sum bid, submitted in the form of a certified check, cashier's check, bank money order, or approved Bidder's Bond payable to the City of Midland; proposals lacking this guaranty will not be considered. If the successful bidder withdraws after bid opening or fails to enter into the contract after award, the City retains the right to retain the bid guaranty as liquidated damages. The contractor is responsible for obtaining all necessary permits and licenses, implementing erosion control measures consistent with the Storm Water Pollution Prevention Plan, and coordinating with utility providers including ONCOR (electric), Atmos Energy (gas), and local water authorities. Contract values are not specified in the procurement documents; pricing shall be submitted on a lump sum and unit price basis across the 18 line items, with individual unit prices for linear feet, square feet, and per-each measurements, and liquidated damages assessed at $500 per day for completion delays beyond the specified timeframe.
