About this opportunity

The Utah Transit Authority (UTA) is seeking design services for the Davis-SLC Community Connector Final Design and Construction Services project, spanning jurisdictions including Salt Lake County and Salt Lake City. The procurement involves comprehensive design services for a 26.5-mile Bus Rapid Transit corridor, encompassing 20 new transit stations (37 platforms), branding of 19 existing stations, end-of-line facilities, charging infrastructure for 18 new 40-foot electric buses, roadway improvements, traffic signal design, utility coordination, and right-of-way documentation. The Request for Qualifications (RFQu) requires a Project Manager with minimum five years of design experience and three years of management experience, who must hold or obtain a Utah Professional Engineer license. Evaluation will be qualifications-based, with 100 points distributed across three criteria: Key Personnel Qualifications (25 points), Project Understanding and Approach (50 points), and Team Experience and Quality of Similar Work (25 points). Key dates include a question submission deadline of January 27, 2025, final addenda issuance by January 30, 2025, and a Statement of Qualifications deadline of February 19, 2025, at 2:00 p.m. MST, with an anticipated Notice to Proceed within three to four months of consultant selection.

The procurement has established a 0% Disadvantaged Business Enterprise (DBE) participation goal, though the DBE Program has been suspended based on recent federal guidance. Contractors must comply with federal certifications, including Buy America requirements, debarment verifications, and civil rights compliance. The project is funded through local, state, and federal sources, with the current UTA construction cost estimate at $17 million. Insurance requirements include professional liability insurance of $1,000,000 per claim and $2,000,000 annual aggregate, along with general liability, automobile liability, and workers' compensation coverage. Compensation will be negotiated on a fixed labor rates and not-to-exceed basis, with cost proposals to be submitted only by the most qualified respondent(s) within five business days of request. The project involves integration with existing transit infrastructure, including the FrontRunner regional commuter rail network at Farmington and North Temple stations, and coordination with the University of Utah's proposed light rail extension and mobility hub at Research Park. Final design completion is targeted for spring 2027, with construction anticipated to be completed within eighteen months following design completion.
