About this opportunity

Floyd County, Georgia is seeking sealed proposals for comprehensive renovations to its Law Enforcement Center (RFP #26-003) located at 600 West 1st Street, Rome, Georgia. The project encompasses approximately 18,013 square feet of renovation work within the existing 59,000 gross square feet facility and includes structural reinforcement of second-floor framing with steel channels, installation of a new stretcher-complaint elevator with helical piers and new foundations, detention door and holding cell installation, interior finishes (drywall, acoustical ceilings, VCT and LVT flooring), window treatments, fire alarm and suppression system upgrades, audiovisual and low-voltage system installation, security hardware integration, new courtroom creation, public restroom additions, and mechanical, lighting, and electrical systems updates. The facility will remain operational during construction with the 911 call center continuing operations throughout the project. Sealed proposals must be submitted electronically via www.floydcountyga.bonfirehub.com by 2:00 PM EST on Thursday, March 12, 2026, with a mandatory pre-bid/site visit required on Wednesday, January 21, 2026, at 10:00 AM at 5 Government Plaza, Rome, Georgia 30161; failure to attend the site visit will result in bid rejection. Written questions must be submitted by 5:00 PM on March 5, 2026, with responses provided via addenda. Proposals will be evaluated on a 100-point scoring system based on understanding of scope of work (20 points), experience (20 points), references (15 points), qualifications (20 points), and pricing and schedule of work (25 points). Required qualifications include appropriate contractor licenses, E-Verify authorization, liability insurance of at least $500,000 per occurrence, compliance with prevailing wage requirements, and demonstrated experience with similar renovation projects. Contractors must submit a 5 percent bid bond with their proposal and will be required to furnish a 100 percent Payment & Performance Bond within ten days of award. The contract will be awarded on a lump sum or individual item basis at the County's discretion.

The RFP does not specify set-aside designations or disadvantaged enterprise restrictions. Contractors must coordinate with existing infrastructure including the Honeywell NetAXS Model NX4L1 access control system and Axis Communications video surveillance system (NVR Model AXIS S2208 running Program Version 6.14.11482 with multiple camera models); while Floyd County prefers Axis equipment for security systems, compatible systems with equal or better performance are acceptable. The county has identified preferred subcontractors for electrical, plumbing, HVAC, flooring, and low-voltage work, though substitutions meeting performance specifications are permitted. Additionally, contractors must coordinate with Control Concepts Inc. for HVAC control system integration. The general contractor bears responsibility for all permitting costs, coordination of testing and inspections, fire alarm system interface, AV and low-voltage procurement and installation, removal and reinstallation of existing AV equipment from the main courthouse, and maintenance of building system operability during construction. No incumbent contractor information or budget range is disclosed in the available procurement documents, though the scope and complexity of the renovation project suggests a substantial contract value. The county will provide on-site storage for reusable items and cover costs for power and water during construction.
