About this file
This file comprises an Addendum #2 and pre-bid meeting minutes for RFP #26-003 issued by Floyd County, Georgia for the Law Enforcement Center Renovation project. The project involves comprehensive renovation of an existing law enforcement facility, including structural reinforcement of second-floor framing with steel channels, installation of a new elevator with helical piers and new foundations, detention door installation in holding rooms, interior finishes including drywall, acoustical ceilings, flooring (VCT and LVT options), window treatments, fire alarm and suppression system upgrades, audiovisual and low-voltage system installation, and security hardware integration. The scope explicitly excludes furniture and equipment movement, which will be handled by the owner post-project. The project will remain operational during construction with the 911 call center continuing operations throughout. A pre-bid meeting was held on January 21, 2026, with meeting minutes and Q&A responses provided in this addendum dated February 17, 2026. Bid submissions were due following the addendum release, with contract award anticipated upon board of commissioners approval and construction to commence immediately thereafter.
Evaluation of proposals will be based on a 100-point scoring system: Understanding of Scope of Work (20 points), Experience (20 points), References (15 points), Qualifications (20 points), and Pricing and Schedule of Work (25 points). The county provided contact information for preferred subcontractors in electrical, plumbing, HVAC, flooring, and low-voltage work, though substitutions meeting performance specifications are permitted. The general contractor bears responsibility for all permitting costs, coordination of testing and inspections, fire alarm system interface, AV and low-voltage procurement and installation, removal and reinstallation of existing AV equipment from the main courthouse to the new location, and maintenance of building system operability during construction. The county will provide on-site storage for reusable items and cover costs for power and water. No asbestos is anticipated based on construction date and visual inspection, though any discovered hazardous materials will be tested and abated by the owner. The contractor must verify existing conditions and coordinate specialized security systems including card readers, transport-in-progress lights, delayed access mechanisms, and interface with the existing security system.

PURCHASING
TO: All Prospective Bidders: RFP #26-003 – “Law Enforcement Center Renovation”
FROM: Randy E. Self, Purchasing Director
SUBJECT: Q&A and Pre-Bid Notes & Minutes of Meeting
DATE: February 17, 2026
1. Will further requirements be provided for the proposals beyond the information on page 3 & 9 of the specifications. Page 3 asks for experience to this type of work in historic buildings, is this building historic? Are there other details that should be provided with our proposal outside of pages 3 & 9
a. On page 3, requesting experience to this type of work in historic buildings was included in the RFP by error. This is not an historic building. Page 9 is a checklist of the required forms for submissions.
2. Will a grading criteria be provided prior to bid submission?
a. Yes, please see the answer to question number three.
3. Do you have descriptions of scoring elements as well as how they are weighted (percentage, points, etc.)?
a. The evaluation criteria will be based on a 100-point system. The criteria are as follows: Understanding the Scope of Work = 20 points, Experience = 20 points, References = 15 points, Qualifications = 20 points, Pricing and Schedule of Work = 25 points
4. Has an asbestos report been issued for the project? Will the county handle NESHAP or abatement if required?
a. The county does not expect any asbestos to be in the building. All construction for the building correlates with a time asbestos could not be used. A visual inspection has been completed, and the building appears to be clear. Should any questionable locations be discovered they should immediately be identified to the owner who will have the area tested. All abatement will be performed by owner.

ADDENDUM #2
5. I see the scope of work to bid on, but I didn’t see anything for furniture and equipment restack/ move/ warehousing, etc. considering that this is a renovation, I could assume that it is occupied and would need FF&E to be moved for said renovations. Would this scope be under the GC. Can you direct me?
a. In anticipation of this project, the areas included in this renovation are no longer occupied. Upon completion of this project, moving furniture or equipment will be handled internally.
6. A question that was asked during the pre-bid was, could a list of subs that are currently doing work with the department OR preferred subcontracts be shared with us. Who currently monitors the fire alarm system (if any)? Who installed the original sprinkler system? Who monitors the AV / Low voltage? Will Floyd be conducting any of this portion of work?
a. Owner does not have original information on original installer. Alarm monitoring will switch vendors upon completion of project.
7. Could you please confirm the areas that blinds are being requested in the add alternate?
a. Blinds to be provided and installed at all exterior windows within the Scope of Work, except at the restroom window (which will get the window film), lobby, and stairs.
8. Do you have a standard pricing sheet that you want us to use, so you are comparing apples to apples across the board?
a. Please follow the instructions stated in the RFP. In addition to those instructions, you may be as detailed as you would like when submitting your proposal. You may itemize as much as possible. After the submissions are opened, if any questions arise, emails will be sent for clarification.
9. Contact information to solicit qualified subcontractors for the following scopes of work:
Electrical, Plumbing, Mechanical (HVAC), Drywall/Framing, Acoustical Ceiling, & Flooring
· Electrical-Rayburn Electric-706-235-8272
· Plumbing-Carver & Carver Plumbing-706-235-8996

10. Please confirm if the elevator doors need to be painted electrostatic.
a. New elevator doors to be factory painted per the project manual. Existing elevator doors to be painted electrostatic - color to match new elevator doors.
11. Ref: S102 Note with the Red Asterisk states W14 beams to be reinforced with C8x 11.5 on each side of the existing beams. Does this include the W21x44 and W21x50 that also have an asterisk? What does the redline down the beams represent?
The (2) C8X11.5 reinforcement occurs at the existing beams marked with a red Asterix.
W14xXX: X 22’-6” from grid “B.”
W21x44: Full length of girder. Discontinue where W14 frames in.
W21x50: Full length of girder. Discontinue where W14 frames in.
The red line represents the extent of the reinforcement.
12. Please confirm rooms 254A and 254B are the only rooms that require detention doors, frames and hardware.
a. Rooms 254A and 254B are the only rooms in this scope of work to require Detention Doors, Frames and Hardware.
13. The specifications for the detention doors 083460 calls out Titan Steel Doors as the basis of design. Per Titan Steel Doors, these are heavy gauge 2” thick, 12 gauge doors and frames that meet the performance requirements of ASTM F1450 for detention doors and frames. The door schedule shows these two doors as being wood doors and only 1.75” thick. Titan Steel says they do not make wood doors and are not aware of any wood doors that can be listed as detention doors. Please advise.
a. Door Schedule has been updated to reflect the correct information for the Detention Doors.
14. Please provide a door elevation for the detention doors.
a. Door Panel Elevation has been added to A/600.
15. Door schedule calls out frame jamb details as 10/A600 and 11/A600 but these seem to be missing from the drawings. Please advise.
a. Door schedule has been updated to reference the correct detail numbers for Head & Jamb.
16. Is there a desired wall height of the temporary partition wall on the second floor?
a. To deck
17. Our sales rep with Overhead Door says that he cannot price the 658 series counter shutter with the built in sill. He can price a Cornell counter shutter which has a built in sill or he can price another Overhead counter shutter that does not have the sill built in. What is preferred?
a. Please price an overhead counter shutter with no built-in sill. Shutter will close over countertop.
18. Clarify the intended procurement approach and timeline for audiovisual and related low-voltage work. Specifically, whether audiovisual scope is included as part of this solicitation or expected to be procured post-award, and whether that scope will be held by the general contractor or separately contracted by the County. Any insight on how and when audiovisual and low-voltage trades are expected to be engaged would be greatly appreciated.
a. Contractor is responsible for procuring and installing all AV and low voltage work.
Contractor is responsible for removing and installing the existing AV (per drawings and specifications) from Juvenile Courtroom at the main courthouse building to the new LEC location.
19. On the exterior exposed metal decking, adjacent to the newly proposed elevator, there is moderate rusting along a few of the flutes. What is the proposed solution for this? There is also moderate to heavy paint peeling on the opposite side that will need to be addressed for the new paint to adhere properly. Is there a specific way you would like this addressed?
a. Please provide exact location/area or photos for clarification. Additional information may be forthcoming if owner is able to provide photos to architect.
20. Will the owner provide a storage location on-site for the lights and other items to be reused?
a. Yes, an area will be provided on the first floor.
21. On the first floor, many of the walls are in poor shape from what appears to be residual glue from old wallpaper. Do we need to account for a level 5 finish in those areas?
a. Yes, for the elevator walls of the lobby. All remaining walls will be addressed in Phase 2.
22. Please provide a VCT specification for deduct alternate #1.
a. Armstrong Excelon Imperial Texture, color: TBD
23. Will the owner accept a Shaw or Patcraft alternate in lieu of Tarkett for LVT-1?
a. Yes. It must meet the same performance specs and appearance.
24. Please confirm if stairwell railing is to be painted?
a. Yes
25. Are there any asbestos- or lead-containing materials present in the building? If so, will hazardous material abatement be required as part of this project?
26. Is there a geotechnical/source report available for this project?
a. A geotechnical engineer has been commissioned by the owner. Testing results will be available after submissions are due. Bidders are to assume normal soil conditions.
27. Will the general contractor be responsible for coordinating and covering all required testing and inspections of materials for this project?
a. Yes
28. Is there a formal "Bid Form" required for this project, or will a written bid proposal/letter be acceptable for submission?
a. No. A written proposal should be submitted.
30. On S102 is the W18X35 beam that is diagonally located between 6.2 and 6.4 existing? On
S104 are the two HSS5X5X1/4 existing?
a. Both W18 and HSS5x5 are existing.
31. The asterisks behind the 2 existing W21x50 beams on S102 seems to be in error based on what the note for the asterisks says. Are those asterisks a typo or should a similar detail be used for those 2 beams as well?
a. The W21x50 also must be reinforced as well.
32. The channels for the existing beam reinforcing in the second floor holding cell area are 22’- 6” long. May they be brought in in shorter pieces & welded together so that turns can be made during the travel inside the building & the weight of individual pieces be reduced? If yes, how short of pieces?
a. The channel is designed to be a continuous member. If you bring them in pieces, they need to be field welded on site with a full penetration weld with testing agency certifying the welds before the steel channel can be raised and installed as reinforcing to existing beams.
Thank you, Randy E. Self

Notes:
The documents were submitted for permitting in 2025, based on the applicable codes listed on the cover sheet. Additional permitting for delegated design and performance based trades are responsible for submitting and obtaining approval under all current codes for 2026. General Contractor to ensure and verify that scope of work submitted meets all current requirements.
General Contractor to ensure and verify that all elements of the fire alarm and fire suppression package includes all items required by fire marshal and elevator inspector. Items to include but not limited to Vesda Birdcage fire detection system, additional smoke detectors, and heat detectors in the quantities required.
The hoist beam at the top of the elevator shaft is based on the elevator requirements provided at the time of design. Verify elevator requirements for additional safety beams that may be required at the time of installation.
The underpinning of existing footing and the helical piers are delegated design and need to be addressed by a specialty contractor in conjunction with the geo-technical engineer. The new foundations is based on the allowable safe soil bearing capacity provided in the existing structural drawings. The parameter for design is noted on the general notes sheet of the project. The proposed construction sequence is presented on the foundation plans. Shoring of existing framing/foundation is a delegated item as well and is not part of basic scope for the EOR. This is an industry standard.
The existing steel is being reinforced at the second-floor framing. The steel detailer should field measure and verify existing conditions prior to detailing and providing the design team with shop drawings. This is noted in our general notes, included in the project manual as illustrated in the section.
There are other elements that are delegated design as well and is noted in our structural general notes as well, as illustrated in the image.
The typical steel connections is also a delegated design, and the information is noted in the structural general notes, illustrated in the image.

The following constitutes our understanding of the issues discussed and conclusions reached during this meeting. If the notes below do not accurately reflect your understanding, please advise the author within five (5) days.
1. Project Overview
a. General Review:
• Elevator – Preferred vendor is TKE. Other venders can be used as long as it is serviceable by Floyd County’s preferred Elevator Servicing contractor. Some site work will be required in the installation of the new elevator for Helical Piers and support for the existing building slab.
• There will be new doors and door hardware as noted in the drawings.
There will be specialized door hardware that relates to the security of corridors when the transport of inmates takes place. This will need to be carefully coordinated by the contractor and between trades as there are several systems involved. Such systems include a transport in progress light, delayed access, card readers and ADA actuators.
• Security cameras and help buttons to be interfaced with existing security system. Contractor to coordinate between trades and Owner requirements.
• Digital Project Management system has not be specified, we anticipate ProCore or a similar system. Architect, Owner, and Contractor approvals will have to be coordinated.
b. Bid Package / Trade Coverage:
• Field Verification will be required by Contractor.
• AV outlets and furniture will need to be coordinated by Contractor with vendor and Owner requirements.
