About this file

This is Addendum #3 to RFP #26-003 for the Law Enforcement Center Renovation, issued by Floyd County, Georgia Purchasing Department on February 26, 2026. The addendum provides clarifications and responses to bidder questions regarding the security systems expansion, door hardware specifications, structural design requirements, and HVAC considerations for the renovation project. Key clarifications include confirmation that the existing access control system is Honeywell NetAXS Model NX4L1 and the existing video surveillance system is Axis Communications with NVR Model AXIS S2208 running Program Version 6.14.11482 with cameras including AXIS models P3245-LV, P3227-LVE, Q3708-PVE, and P-3267-LVE; Floyd County prefers Axis equipment but will accept compatible systems with equal or better performance. The addendum also clarifies that detention door hardware set 8 has been revised to include prison-grade hinges (3 PH51 hinges), a Willoughby WSL-1100 Series mechanical mortise lock, and a heavy-duty floor stop rather than commercial-grade hardware, and confirms that door openings 251A, 256A, 256B, and 352 hardware specifications have been corrected with revised drawings attached. Additionally, the addendum notes that helical pier design is delegated to the successful bidder, who must submit signed and sealed drawings; bidders should assume normal soil conditions with geotechnical testing results available after bid submission; loads provided are service-level loads; and protective anti-corrosion coatings are required for the piers.

The addendum confirms that furniture is excluded from the General Contractor scope and specifies that all door hardware finishes should be 32D or 26D (Satin Stainless or Chrome), not US10B, with all hardware constructed of white metal and standard ADA-compliant Sargent "J" lever design to match existing hardware. The document includes a comprehensive door schedule detailing specifications for 89 door openings, including leaf type, frame type, materials, finishes, fire ratings, hardware sets, and security notes. HVAC requirements note that the contractor shall provide transfer openings above ceilings in new walls extending to deck to facilitate return air transfer to the main plenum. The revised door schedule and details are attached as part of this addendum, with corrections made to door heights (doors 251B and 259A corrected from 6'0" to standard 7'0" height) and hardware set assignments.

PURCHASING

TO: All Prospective Bidders: RFP #26-003 – “Law Enforcement Center Renovation”

FROM: Randy E. Self, Purchasing Director

SUBJECT: Q&A - No. 2

DATE: February 26, 2026

35. Current documents show to expand upon the existing access control and video surveillance systems. Can existing equipment/devices manufacturer information be provided to allow pricing of additional respective equipment/devices?

a. Access Control is Honeywell NetAXS, Model NX4L1

b. Video Surveillance is Axis Communications, NVR Name – AXIS S2208

36. We need clarification on the Security Systems. It states to expand the existing systems for the

Access Control and the Video Surveillance. What manufacturers do they currently have installed?

b. Video Surveillance is Axis Communications, NVR Name – AXIS S2208

37. The door schedule calls out hardware set 8 for the detention doors. Hardware set 8 lists commercial style door hardware and per the vendor would not be recommended for a detention grade door. The manufacturer's comments were the commercial hardware will not hold up on the heavier doors. Please advise.

ADDENDUM #3

38. Is there a geo report available for the helical piers?

a. A geotechnical engineer has been commissioned by the owner. Testing results will be available after submissions are due. Bidders are to assume normal soil conditions.

39. Please confirm connection method, length/pattern (layout/spacing, bolt vs weld) for helical piers.

a. Helical piers is a delegated design and the successful bidder for the helical piers will be responsible for the requested information

40. Please provide connection/base/cap details for the third floor HSS 5 x 5 x ¼

a. This question was answered in Addendum #2

41. Please confirm whether fabricator-stamped connections are required for C8 stiffeners, helical-pier angles, and brace seats.

a. Stamped connections for C8 stiffeners and angle brace seats are not required. The

Steel angle/bracket for the helical piers is a delegated design and the successful bidder for the helical piers must submit signed and sealed drawings for the helical pier design. This is noted on the Structural General Notes Item ( on S001)

42. Please advise/clarify the following information regarding the helical piers for this project. Is there a minimum depth requirement for the piers? Is a geotechnical/soils report available for review? Are the loads provided to be assumed as ultimate design load? Are protective / anti-corrosion coatings required for the piers?

a. A geotechnical engineer has been commissioned by the owner. Testing results will be available after submissions are due. Bidders are to assume normal soil conditions.

b. The noted loads are service level loads. As the Helical piers are embedded into ground it is expected that protective /anti-corrosion coating is required. The successful bidder for the helical piers should work with the geo-technical engineer / report to determine the depth to achieve the needed capacity that is noted on the drawings

43. What is the existing access control system (make, model, & software/license type)? What are the existing access control card readers being used? What is the existing CCTV VMS system (make, model, & software/license type)? What are the existing cameras being used (make, model)? Is there a camera manufacturer that Floyd would prefer to use?

a. Access Control is Honeywell NetAXS, Model NX4L1

b. Video Surveillance is Axis Communications, NVR Name – AXIS S2208, Program

Version – 6.14.11482

c. Camera models include AXIS: P3245-LV, P3227-LVE, Q3708-PVE, & P-3267-LVE

d. Floyd County’s preference is Axis. However, a system compatible with the existing equipment and with the same or better performance may be acceptable.

44. Is furniture excluded from the GC scope?

a. Yes

45. Openings 251A, 256A, 256B, and 352 do not have hardware sets defined. What hardware sets should be used for these openings?

a. The door schedule has been corrected to coordinate with the door hardware specs. Revised drawings are attached in this Addendum.

46. Openings 251B and 259A have height listed as 6’0”. Is this accurate or was this the combined width of the opening put in as the height?

a. This was a typo. The doors are the standard 7’-0” and has been corrected in drawings attached in this Addendum.

47. What lever design is wanted on the locks? Hardware Schedule does not call this out.

a. Standard ADA compliant lever. We want to match the existing on the suite as much as we can. Sargent "J" lever.

NOTE: The approved finish for the hardware should be 32D OR 26D (not US10B).

These are Satin Stainless or Chrome. All Hardware is to be white metal.

48. I’m looking for clarification on the security system work. It states to expand the existing systems for access control and video surveillance. What manufacturers do you currently have installed?

b. Video Surveillance is Axis Communications

HVAC Note: As required, contractor shall provide transfer openings above ceiling in new walls that go to deck in order for return air to transfer back to main plenum return. New walls may need a transfer opening for proper air return.

Thank you, Randy E. Self
