About this opportunity
The City of Daytona Beach, located in Volusia County, Florida, is soliciting bids for a Fiber Network Improvements project (Bid #2552ITB) to enhance municipal utility infrastructure. The procurement involves installing approximately 11,000 linear feet of fiber optic cable, 1,000 linear feet of 4-inch conduit, 400 linear feet of 2-inch conduit, seven pull boxes, and 23 pull box lids to connect existing Well No. 44 and subsequent wells (45, 46, 47, and 48) to the Ralph Brennan Water Treatment Plant. Bidders must submit responses electronically through the OpenGov procurement platform by July 17, 2025, at 10:00 am, with a non-mandatory pre-bid conference scheduled for June 27, 2025, at 2:00 pm. Interested contractors must have appropriate Florida licensing, such as General Contractor, Certified Building Contractor, Electrical Contractor, or Limited Energy License. The project requires comprehensive technical capabilities, including precise utility installation, electrical work, instrumentation, and civil infrastructure development. Bid responses will be evaluated based on unit pricing, technical competence, and compliance with detailed project specifications across multiple technical divisions.
Contractors must provide 10% bid security and submit various certifications, including anti-human trafficking, drug-free workplace, and scrutinized companies documentation. The contract has a total duration of 300 days, with 270 days allocated for substantial completion and 30 days for final completion from the Notice to Proceed. While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned, bidders must demonstrate state licensing and technical proficiency. The project is structured as a unit price contract with 11 line items covering mobilization, as-built drawings, erosion control, instrumentation, pull boxes, fiber modifications, and cable/conduit installation. Although a specific budget range was not disclosed, the comprehensive technical requirements and extensive infrastructure work suggest a significant municipal investment. Contractors will be required to coordinate closely with city utilities staff, field verify existing utility locations, and adhere to strict environmental protection guidelines during installation.
