About this opportunity
The City of Midland Parks Division is seeking a qualified Construction Manager at Risk (CMAR) for the Beal Park Phase 2 Project located at 5200 W. Wall Street in Midland, Texas. The project involves constructing a new playground, spray park, amphitheater, soccer fields, and associated parking facilities with an estimated construction budget of $15,630,000. The procurement will be conducted using a one-step CMAR selection process under Texas Government Code Section 2269.253, requiring contractors to submit both qualifications and price proposals simultaneously. Proposals are due by 2:00 PM CDT on September 17, 2025, with a pre-proposal conference scheduled for August 27, 2025. The project timeline includes design development through April 2026 and construction from May 2026 through October 2027, with an 18-month construction period. Evaluation criteria will focus on pre-construction experience, commercial/park construction experience, key personnel qualifications, references, claims history, and price/fee proposal. Performance incentives include an additional 1% of total project cost for early completion before November 1, 2027, and 25% of any savings if completed under budget.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. The CMAR will be responsible for subcontractor selection through competitive bidding processes and must coordinate with other potential separate contracts. Contractors must provide comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Business Automobile Liability ($250,000 combined single limit), Workers' Compensation at statutory limits, and Employers' Liability ($500,000 per accident). The contract will require performance and payment bonds equal to 100% of the total contract price, executed by a Corporate Surety authorized to conduct business in Texas. Bidders must submit a bid guaranty of 5% of their largest possible lump sum bid and comply with various city requirements, including conflict of interest disclosures and local government code regulations. The total project budget of $15,630,000 provides a clear indication of the potential contract value for the selected CMAR.
