About this opportunity

The California Department of Motor Vehicles (DMV) is seeking as-needed audio and video production and post-production services for its headquarters through a multiple award solicitation (Bid #25-100). The procurement covers two distinct categories: Category A for Production Services (requiring vendors to be within 25 miles of Sacramento DMV Headquarters) and Category B for Duplication Services. Bidders can submit proposals for one or both categories, with the DMV awarding contracts to the lowest responsive and responsible bidders. The contract term is twenty-four months, with a potential twelve-month extension, and the proposed start date is October 1, 2025, or upon contract approval. Specific deliverables include approximately 1,000 hours of audio recording, 100 hours of video recording, and various production and associated services. Evaluation criteria will focus on lowest price, responsiveness, and the ability to perform a commercially useful function. The bid submission deadline is July 9, 2025, at 11:59 p.m., with bidders required to be California-based businesses and comply with state regulations.

The solicitation includes a Disabled Veteran Business Enterprise (DVBE) participation incentive program, offering bidders a 3-5% bid incentive for DVBE participation. Bidders must submit comprehensive documentation, including certification forms, cost sheets, and compliance declarations. The current contractor for these services is MEDIA3SIXTY, LLC, and the estimated project value is $99,000.00. While there is no guaranteed minimum or maximum usage, the contract is designed to provide flexible, as-needed services for the DMV headquarters. Vendors must demonstrate the ability to perform a commercially useful function and comply with civil rights laws. The procurement covers jurisdictions including Sacramento County, Sacramento City, San Francisco City, and West Sacramento City. Importantly, for Category A, bidders must have their place of operation and business within a twenty-five-mile radius of the DMV Headquarters in Sacramento, while maintaining a California-based business presence.
