About this opportunity

The Florida Department of Military Affairs is requesting sealed bids for repaving three avenues (Plant City, Melbourne, and Quincy) at Camp Blanding Joint Training Center in Starke, Florida under ITB 220016, with bids due September 9, 2026 at 2:00 p.m. and a mandatory site visit and pre-bid meeting on August 5, 2026 at 10:00 a.m. Bidders must be Florida-licensed contractors meeting State of Florida prequalification requirements for Level Four or Five contracts.

The scope includes repaving the designated avenues with milling to remove deficient areas, application of FDOT-approved tack product, placement of SP-12.5 hot mix asphalt leveling course (maximum 30% RAP) at approximately 1.5 inches, and a final 12.5 mix layer per FDOT Standards with 2% fall from centerline to edges. Where new paving crosses culverts, contractors must replace culverts on a like-for-like basis and add concrete mitered ends. Additional requirements include removal of grass from roadway edges and driveways, cleaning of roadside ditches, density testing of base and sub-base compaction to achieve minimum 98% compaction in areas with existing utility cuts, replacement of stripped or damaged grass with new sod (no seeding permitted), and retention of all millings, dirt, and recyclable materials on Camp Blanding property.

The estimated construction cost is $768,246. Substantial completion is required within 90 calendar days from Notice to Proceed, with liquidated damages of $256.08 per calendar day for delays. Bidders must submit a 5% bid bond for bids exceeding $100,000 and, if awarded, furnish 100% Performance Bonds and Labor and Material Payment Bonds. Prequalification for Level Five contracts (exceeding $500,000) requires resumes for Project Manager and Project Superintendent, a list of all projects completed in the prior 36 months, documentation of successful completion of at least two projects of similar scope and complexity within the previous five years, and evidence of active bonding capacity. Questions are due August 19, 2026 at 10:00 a.m. The final addendum will be published August 27, 2026. Minority Business Enterprises and Veteran Owned companies are encouraged to participate. The contract incorporates AIA Document A201 (1997 edition) and requires compliance with Florida Statutes Chapter 255 prevailing wage and bond requirements and federal debarment regulations.
