This is a Scope of Work memorandum issued by the Directorate of Public Works at Camp Blanding Joint Training Center, Florida Army National Guard, detailing paving requirements for the 4800 Area Avenues project in Starke, Florida. The work consists of repaving Plant City, Melbourne, and Quincy Avenues at the training center, with specific requirements including removal of grass from roadway edges and driveways, complete milling to remove deficient areas, application of FDOT-approved tack product via heated distributor truck at 0.10 gallons per square yard, placement of a leveling course of SP-12.5 hot mix asphalt (maximum 30% RAP) at approximately 1.5 inches, and a final 12.5 mix layer per FDOT Standards with 2% fall from centerline to edges. The memorandum indicates that a mandatory pre-bid site visit is required for all potential bidders, and the project was issued on 29 April 2026.
The project includes additional requirements for culvert replacement with like-for-like specifications and concrete mitered ends where new paving crosses existing culverts, cleaning of roadside ditches from culvert to culvert with maintenance of natural flow, repair of any damaged concrete ditch lining caused by contractor equipment, density testing of base and sub-base compaction to achieve minimum 98% compaction in areas with existing utility cuts prior to paving, replacement of stripped or damaged grass areas with new sod (no seeding permitted) with contractor-maintained watering until establishment, and retention of all millings, dirt, and recyclable materials on the Camp Blanding property. No pricing, award dates, or contract term information is provided in this scope of work document.

Following the application of the FDOT approved tack product, a leveling course (1st lift, approximately 1 ½ inches) of SP-12.5 hot mix asphalt (maximum 30% RAP) will be placed by spreader and compacted prior to further work.
2nd lift, final paving to consist of of 12.5 mix per FDOT Standards. There shall be a 2% fall from the centerline of the road to each edge of road.
Anywhere the new paving crosses a culvert, the culvert is to be replaced (with like for like), and concrete mitered ends added. (See Project Notes ( .) below)
Project Notes:
All roadside ditches along newly paved roads must be cleaned from culvert to culvert and maintain a natural flow from culvert to culvert. Some ditches are concrete lined. The contractor shall repair any of the concrete lining which is damaged by their equipment.
All Avenues that have existing utility cuts will require testing for densities of base and sub-base compaction. All testing must reach 98% compaction or higher prior to paving.
Any areas that have grass stripped or damaged will require new sod. No seeding allowed. Contractor must water until sod is established.
