About this opportunity
The Florida Department of Military Affairs, Construction & Facility Management Office is requesting sealed bids for repaving three avenues (Plant City, Wauchula, and Quincy) at Camp Blanding Joint Training Center in Starke, Florida under ITB 220015, with bids due September 9, 2026 at 2:00 p.m. at the Robert F. Ensslin National Guard Armory in St. Augustine. A mandatory pre-bid meeting and site visit is scheduled for August 5, 2026 at 10:00 a.m. at the project location. MBE and Veteran Owned companies are encouraged to participate.
The scope spans approximately 144,919 square yards of roadway resurfacing across three avenue segments. Work includes milling existing asphalt and applying a two-lift overlay (1.5-inch SP-12.5 leveling course with maximum 30% RAP, followed by 1.5-inch final course per FDOT standards), replacing all culverts crossed by new paving with in-kind replacements and concrete mitered ends, removing grass from roadway edges and driveways with new sod (not seeding), cleaning and maintaining roadside ditches, and performing all utility cuts with density testing to achieve minimum 98% compaction. Contractor bears all inspection and testing costs. Recyclable materials must remain on the property; concrete-lined ditch damage is the contractor's responsibility.
The estimated construction cost is $720,000. Substantial completion must occur within 90 calendar days of Notice to Proceed, with liquidated damages of $240 per day for delays. A 5% bid bond is required for bids exceeding $100,000. Performance bonds and labor/material payment bonds at 100% of contract sum are required. Contractors must hold a Florida State Contractor License, maintain an active office within 300 miles of the project, and submit Form FNG 5085 prequalification documentation, including proof of completion of at least two comparable projects within the previous five years. Bidders must register with MyFloridaMarketPlace and comply with E-Verify. Questions are due August 19, 2026 at 10:00 a.m. The final addendum will be published August 27, 2026. Contract award goes to the lowest responsive and responsible bidder.
