About this file
This is a Scope of Work document issued by the Directorate of Public Works at Camp Blanding Joint Training Center, a Florida Army National Guard facility located in Starke, Florida. The project involves the repaving of three avenues—Plant City, Wauchula, and Quincy—at the training center. Work includes removing grass from roadway edges and driveways, milling existing asphalt to remove deficient areas, and applying a two-lift asphalt overlay consisting of a 1.5-inch leveling course of SP-12.5 hot mix asphalt (maximum 30% RAP) followed by a 1.5-inch final paving course per FDOT standards. Additionally, all culverts crossed by new paving must be replaced in-kind with concrete mitered ends, and roadside ditches must be cleaned and maintained for proper drainage. A mandatory pre-bid site visit is required for all bidders prior to submission.
The contractor is responsible for all inspections and testing costs, which must be included in the bid price. Any utility cuts require density testing of base and sub-base compaction to achieve a minimum 98% compaction rate prior to paving. Areas with damaged or stripped grass must be replaced with new sod rather than seeding, with the contractor responsible for watering until establishment. All recyclable materials, including millings and dirt, must remain on the Camp Blanding property. Concrete-lined ditches damaged by contractor equipment must be repaired at the contractor's expense. The document was issued on April 29, 2026, and emphasizes that bidders must attend the mandatory pre-bid meeting and site visit as outlined in the Invitation to Bid.

Following clean-up an FDOT approved tack product will be applied by use of a heated distributor truck at a rate of 0.10 gallons per square yard.
Following the application of the FDOT approved tack product, a leveling course (1st lift, approximately 1 ½ inches) of SP-12.5 hot mix asphalt (maximum 30% RAP) will be placed by spreader and compacted prior to further work.
2nd lift, final paving to consist of 1 1/2" of 12.5 mix per FDOT Standards. There shall be a 2% fall from the centerline of the road to each edge of road.
Anywhere the new paving crosses a culvert, the culvert is to be replaced (with like for like), and concrete mitered ends added. (See Project Notes (2.) below)

All new culverts shall be concrete. The shape and size must remain as original, All culverts must be replaced to their original inverts and maintain a positive flow from culvert to culvert.
All roadside ditches along newly paved roads must be cleaned from culvert to culvert and maintain a natural flow from culvert to culvert. Some ditches are concrete lined. The contractor shall repair any of the concrete lining which is damaged by their equipment.
All Avenues that have existing utility cuts will require testing for densities of base and sub-base compaction. All testing must reach 98% compaction or higher prior to paving.
Any areas that have grass stripped or damaged will require new sod. No seeding allowed. Contractor must water until sod is established.
ALL millings, dirt or other recyclable materials shall remain on Camp Blanding and will be
