About this opportunity

The City of Detroit is inviting applications for projects to be funded by the 2026-2027 U.S. HUD Community Development Block Grant/Neighborhood Opportunity Fund (CDBG/NOF) public service program, with applications due November 6, 2026. Eligible applicants include nonprofit organizations, government agencies, and other entities with demonstrated capacity to implement public services benefiting low- to moderate-income residents within Detroit.

The program funds public service projects aligned with HUD's CDBG objectives, including youth development, senior services, workforce development, health and human services, and community-identified needs. Funding priority areas address strengthening neighborhoods and enhancing community well-being for Detroit's designated community development areas. Individual budget requests range from $50,000 to $100,000. Applicants must demonstrate organizational capacity, financial stability, and ability to serve designated populations.

Eligible applicants must submit notarized certification of Board authorization, attestation of accuracy and truthfulness of all application information, certification of non-debarment status, and conflict-of-interest disclosures complying with 24 CFR 570.611. Religious organizations may receive funding provided grant funds support only secular purposes and do not support inherently religious activities, worship, or sectarian instruction. Applications must include a Connections and Contributions Template supported by at least three community or client support letters dated after January 1, 2026 (letters from City departments or City Council members do not qualify). A detailed Program Activity Budget Template itemizing personnel costs, employer taxes, fringe benefits, independent contractor fees, and operating expenses on a pro rata basis is required.

Successful applicants must obtain City of Detroit Treasury Clearance and active System of Awards Management (SAM) registration prior to City Council approval; both processes require minimum ten to fifteen days. Applicants must submit evidence of SAM registration and Treasury Clearance application. Post-award, contractors must comply with conflict-of-interest provisions, covenant of equal opportunity binding all subcontractors to non-discrimination requirements under Detroit City Code, and notification to the City Human Rights Department of all subcontractors. Applications are submitted through the City of Detroit's Bonfire procurement portal at detroit.bonfirehub.com. An appeals process allows applicants not recommended for funding to contest the City's recommendations through formal written appeal and subsequent City Council deliberation.
