About this file

This document is an appeals procedure attachment issued by the Detroit City Council/Human Homeless and Family Services department for Community Development Block Grant (CDBG) applications. The appeals process provides a formal hearing opportunity for applicants who were not recommended for funding under the CDBG program to contest the City's funding recommendations. All applicants who submitted applications receive notification of the appeals hearing date, time, and location. Appeals must be submitted in writing using the provided appeal form (Attachment A) and must be submitted at the registration table on the day of the hearing. Applicants are instructed to retain a copy of the form for their records.

Final decisions on appeals will not be rendered on the day of the hearing but will be addressed during subsequent City Council deliberations. Applicants who wish to appeal after the formal appeals hearing or who desire to challenge subsequent City Council decisions may submit written appeals through the office of the City Clerk using the standard petition process. This appeals procedure establishes a structured mechanism for applicants to seek reconsideration of unfavorable funding determinations within the CDBG application process.
