About this file

This file is a procedural guide for navigating the City of Detroit procurement portal to submit bids and grant applications. The document provides step-by-step instructions for vendors and organizations seeking to participate in the City of Detroit's solicitation opportunities, specifically related to the 2026-2027 Community Development Block Grant/Neighborhood Opportunity Fund (CDBG/NOF) program administered by HUD. The guide directs users to access the procurement portal at https://detroit.bonfirehub.com, locate opportunities, review project details, and download all required documentation before beginning the submission process. The submission process is facilitated through the Submission Builder tool, which guides applicants through uploading required documents, completing all mandatory fields marked with red asterisks, and navigating through multiple sections organized on the left sidebar interface.

The guide emphasizes critical procedural requirements for completing applications, including the ability to preview submissions before finalization and the importance of downloading all project files to ensure compliance with documentation requirements. Applicants can revise submissions at any time prior to the project deadline by unsubmitting their application through the portal, making edits, and resubmitting before the close date and time. Once the project closes, no modifications are permitted, and submissions that have not been finalized by the deadline will not be accepted. The document provides detailed instructions for locating previously submitted applications through the Submissions section and completing the final submission process by checking the acknowledgment box and clicking "Submit & Finalize My Application," after which a confirmation receipt is generated.
