About this opportunity

Columbia County, Georgia is issuing Request for Proposal 2026005-RFP1313 to procure disaster debris monitoring services and related disaster management, recovery, and consulting services. The County intends to award two separate pre-event contracts—one for Disaster Debris Management Services and another for Disaster Debris Monitoring Services—with services available to both the incorporated areas (Cities of Grovetown and Harlem) and unincorporated Columbia County at identical costs. The scope of work encompasses debris monitoring for debris from public rights-of-way, private property, drainage areas, waterways, and other public or designated areas; emergency management planning and training; public assistance consulting services; hiring, scheduling, dispatching and logistical operations support; damage assessment; permit assistance; FEMA and GEMA coordination; and reimbursement support services from state and federal agencies. Required qualifications include the ability to provide fully burdened labor rates encompassing taxes, benefits, handling charges, equipment, mileage, rentals, per diem, housing, reproductions, overhead, and profits, with vendor responsibility for reviewing and certifying consistency between debris hauler and vendor deliverables. Evaluation will be based on qualifications and experience (350 points), methodology and approach (350 points), and cost (300 points), totaling 1,000 points. The mandatory pre-proposal conference is scheduled for Wednesday, March 18, 2026, at 10:00 AM ET at the Emergency Operations Center Conference Room in Evans, Georgia. The question deadline is Wednesday, April 1, 2026, at 5:00 PM ET, and proposals are due by Thursday, April 9, 2026, at 12:00 PM ET via the Columbia County E-Procurement website (Bonfire). The initial contract term runs from July 1, 2026, through June 30, 2027, with options to renew for up to four additional one-year terms through June 30, 2031.

The RFP does not specify set-aside designations or restrictions limiting response to particular organization types, and no disadvantaged enterprise requirements are identified in the solicitation documents. Debris Tech is the incumbent vendor, having provided services since July 1, 2020, with all contract extension options previously exercised and the contract now completed. The most recent service activation occurred during Hurricane Helene in 2024, during which the vendor managed 5.2 million cubic yards of debris, including 4.1 million cubic yards collected and processed and 1.1 million cubic yards hauled to final disposal sites, demonstrating the scale of potential disaster response operations. No guaranteed minimum payment will be provided to the awarded vendor, and no specific funding amounts are identified in the RFP; cost information must be submitted via the designated Cost Proposal Questionnaire in Bonfire. The sample cost scenario provided reflects typical monthly labor allocations during a disaster event across eleven position categories totaling 11,180 hours. Vendors must provide evidence of adequate insurance coverage, including Commercial General Liability ($2,000,000 per occurrence and general aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation per Georgia statute, Cyber Liability ($1,000,000), Medical Liability ($2,000,000), and Professional Liability ($1,000,000), with Columbia County named as an Additional Insured.

Opportunity text

The Columbia County Board of Commissioners has issued this Request for Proposal for the sole purpose of obtaining responsive proposals from qualified Vendors to provide disaster management, recovery, and consulting services to support the oversight and management of debris recovery contractors. As such, the Vendor should be capable of providing a range of related services including damage assessment, monitoring, training, emergency planning, infrastructure restoration, and other services as needed and ordered by the County. Other services may include, but not be limited to, facilitating communication with FEMA, GEMA, and the State of Georgia and other state and federal agencies, coordination with state insurance representatives, pre-event planning, and post-event reconstruction, grant funding, and reimbursement services. Columbia County intends to award two separate pre-event contracts; one for Disaster Debris Management Services and another for Disaster Debris Monitoring Services. Any and all pre-event contracts must be agreeable to both the County and the Vendor. The awarded vendor(s) should be prepared to render the same services and costs outlined in their response to this Request for Proposal (RFP) to both the incorporated and unincorporated areas of Columbia County. It is the intent of this RFP to allow the two municipalities, the Cities of Grovetown and Harlem, located within the incorporated areas of Columbia County, to independently enter into pre-event contracts with the awarded vendor for the same services at the same costs.
