About this file

This is Addendum #1 to a Request for Proposal issued by the Columbia County Board of Commissioners in Georgia for Disaster Debris Monitoring Services (RFP# 2026005-RFP1313). The addendum mandates vendor attendance at a pre-proposal meeting to be conducted remotely via WebEx on a date prior to proposal submission. Vendors must confirm their firm's attendance at the meeting as instructed. The contract is anticipated to begin July 1, 2026, following the expiration of the current contract. The scope of work involves disaster management, recovery, and consulting services including damage assessment, monitoring, training, emergency planning, infrastructure restoration, and coordination with FEMA, GEMA, and other state and federal agencies. The County intends to award two separate pre-event contracts and allow the incorporated municipalities of Grovetown and Harlem to independently enter into agreements with the awarded vendor at identical service costs and terms.

The incumbent vendor, Debris Tech, has provided services since July 1, 2020, and all contract extension options have been exercised with the contract having completed its full term. The most recent activation occurred during Hurricane Helene in 2024, during which 5.2 million cubic yards of debris were managed, including 4.1 million cubic yards collected and processed and 1.1 million cubic yards hauled to final disposal sites. No guaranteed minimum payment will be provided to the awarded vendor. Bidders must follow the pricing structure and subcontracting requirements outlined in the solicitation documents on Bonfire, with location of the bidder's headquarters to be scored against other proposals based on response time considerations. Professional credentials and bonding requirements are specified in the primary RFP document.
