About this opportunity
The City of Dublin, Georgia is requesting bids on a 2026 Street Resurfacing Project encompassing approximately 3.77 miles of hot mix asphalt resurfacing across 15 named streets, with sealed bids due September 11, 2026 at 2:00 PM at the City of Dublin Purchasing Office. A 3% local-vendor preference applies to bidders within the City of Dublin.
The scope includes resurfacing 5,085 tons of 1.5-inch 12.5MM Superpave asphalt (bitumen content 165 pounds per square yard) on Claxton Dairy Road, Garfield Street, New Street, Carter Street, N. Washington Street, Forrest Street, Stewart Street, Helen Drive, Clinton Drive, Mincey Street, Cardinal Circle, Vernon Street, Laurens Industrial Road, Stone Street, and Horne Street. Work also includes 36,432 linear feet of thermoplastic striping (solid yellow and white 5-inch lines), 290 linear feet of stop bars, 2,124 gallons of tack coat application, 100 tons of leveling asphalt, and traffic control throughout the project. The contractor must complete all work within 90 calendar days from Notice to Proceed and maintain two-way traffic with no delays between 7:00 AM–10:00 AM and 4:00 PM–10:00 PM, and maximum 15-minute delays between 10:00 AM–4:00 PM.
Pricing is submitted per-ton for asphalt resurfacing, per-foot for striping, per-gallon for tack coat, and as a lump sum for traffic control. Progress payments are made monthly at 90% of completed work value with 10% retainage; retainage may be reduced at the City's discretion once 50% of contract value is reached and progress is satisfactory. Payment terms are net 30 days.
Each bid must be accompanied by a bid bond equal to 10% of the base bid price, issued by a Georgia-licensed surety company with an A.M. Best rating of A- or better and financial strength at least five times the contract price. The successful bidder must provide Performance and Payment Bonds, each equal to 100% of the contract price, within 10 calendar days of award. The project is subject to prevailing wage requirements, E-Verify compliance, SAVE Act affidavit requirements, and all federal, state, and local labor and employment laws.
