About this opportunity
The Town of Manchester, Connecticut, is soliciting sealed bids for the 2026 On-Call Sidewalk Spot Repair Program (Bid No. 25/26-48), a public works contract for isolated concrete sidewalk and curb spot repairs throughout the municipality. Bids are due by 2:00 p.m. on Monday, April 27, 2026, submitted via the Town's eProcurement Portal, with questions to be submitted by April 22, 2026. The scope of work encompasses 29 line items including granular fill removal, permanent pavement repairs on local/collector/arterial roads, concrete sidewalks of varying depths and configurations, granite and bituminous curbing, catch basin resets, lawn restoration, traffic control, and flagging services, with estimated quantities ranging from 5 cubic yards of fill removal to 5,000 square feet of concrete sidewalk repair. The contract term runs from the estimated award date of May 1, 2026, through November 30, 2026, with optional extensions available for the 2027 and 2028 construction seasons upon mutual agreement with annual unit price adjustments based on the U.S. Bureau of Labor Statistics Consumer Price Index. Qualified contractors must submit unit prices for each line item, furnish a bid bond equal to 5% of total bid price, and comply with prevailing wage requirements per Connecticut General Statute 31-55a with annual wage rate adjustments effective July 1st. Contractors must also provide comprehensive insurance including workers' compensation, commercial general liability of $1,000,000, automobile liability of $1,000,000, umbrella coverage of $1,000,000, and performance and labor/materials payment bonds equal to 100% of contract price, with all work performed in accordance with technical specifications and Connecticut Department of Transportation standards.
The contract includes Disadvantaged Business Enterprise (DBE) requirements and special provisions for federal-funded projects, mandating contractor compliance with federal Davis-Bacon wage determinations and Community Development Block Grant (CDBG) federal labor standards. Contractors must comply with non-discrimination and affirmative action requirements, including good faith efforts to employ minority business enterprises as subcontractors and maintain certification of Living Wage Ordinance compliance for the Town of Manchester, with exemptions available for employers with fewer than 25 employees or contracts valued below $25,000. All workers must receive prevailing wages as established by the Connecticut Department of Labor, with contractors required to submit certified weekly payrolls and OSHA 10-Hour Construction Safety and Health Cards for all employees. Traffic control requirements mandate the use of uniformed police officers or approved flagpersons on designated principal and minor arterial roads during repair work, with all expenses payable by the contractor. The contract does not identify an incumbent vendor or specify a total contract award value; however, compensation is determined by the Town's acceptance of unit prices submitted in the bid, with quantities subject to increase or decrease based on departmental needs throughout the contract term.
