About this file

This is a Prevailing Wage Rate Information document issued by the Connecticut Department of Labor applicable to the Town of Manchester's 2026 On-Call Sidewalk Spot Repair Program. The document establishes mandatory prevailing wage rates effective July 1st, 2025, for all workers performing on-site work or custom off-site fabrication of specified systems including plumbing, heating, cooling, pipefitting, ventilation, and exhaust duct systems. All persons performing work on the project, regardless of ownership position or contractual relationship, must be paid prevailing wages according to their appropriate mechanic, laborer, or worker classification. Apprentices registered under Connecticut State Agencies regulations must be paid the appropriate percentage of journeyperson hourly rates and fringe benefits, with a required ratio of one full-time journeyperson per apprentice. Special premiums apply to various classifications, including hazardous material removal ($3.00 per hour), truck drivers ($1.25-$3.00 per hour depending on assignment), and crane operations ($1.50-$10.00 extra depending on boom length). The Town of Manchester is accepting sealed bids for this on-call sidewalk spot repair program through its eProcurement Portal with a bid opening deadline of 2:00 pm on Monday, April 27, 2026.

Contractors are responsible for obtaining current prevailing wage rates directly from the Connecticut Department of Labor website at www.ct.gov/dol, as rates are subject to annual adjustments each July 1st for the duration of the project. All certified payrolls must document hours worked and wages paid to every person performing covered work. Fringe benefits must be calculated as a percentage of the base hourly rate for applicable classifications. Unlisted classifications required for work outside the scope of listed classifications may be added post-award pursuant to 29 CFR 5.5(a)(1)(ii). Questions regarding coverage, classification, and prevailing wage payment should be directed to the Connecticut Department of Labor's Wage and Workplace Standards Division at (860) 263-6790 or dol.prevailingwage@ct.gov.
