About this file

This file contains the Traffic Control Ordinance adopted by the Town of Manchester, Connecticut, which establishes requirements for traffic control and public safety measures during construction, repair, and excavation activities on public roadways and sidewalks within the municipality. The ordinance requires persons engaged in repair work to provide adequate protection as determined by the Chief of Police, including barricades and warning lights. For repair work affecting principal or minor arterial roads during normal business hours (7:00 a.m. to 6:00 p.m., Monday through Saturday) that is not de minimis in nature, the Chief of Police may require the use of flagpersons. Principal arterials include Route 83 (Main Street) and Buckland Street, while minor arterials include Broad Street, East and West Middle Turnpike, North Main Street, Tolland Turnpike, Adams Street, Keeney Street, McKee Street, Woodbridge Street, Buckland Hills Drive, Slater Street, Hale Road, Parker Street, Pine Street, Summit Street, and Pavilions Drive.

The ordinance establishes that the Town of Manchester Police Department flagpersons shall be used first for repair work requiring traffic control on the designated arterial roads, with all expenses paid by the entity performing the repair work at rates determined by the Town. If police officers are unavailable and the repair work is conducive to flagperson use, contractors must provide and pay for a flagperson equipped with a high visibility vest and flag. The Chief of Police is authorized to close repair work sites that do not comply with these requirements and may order work halted until appropriate traffic control measures are implemented. The ordinance applies to repair work on Town roads but excludes limited access highways, adjoining ramps, and state or federal roads.

§ 279-14. Barricades and other protection at repair work sites.

When any excavation, construction or repair of or on any public roadway, street (excluding limited access highways, adjoining ramps and state/federal roads) or sidewalk or the destruction of any building within the Town of Manchester (hereinafter referred to as "repair work") creates or may create a hazard or inconvenience to vehicular or pedestrian traffic or in any way causes or may cause a hazard to the public safety, as determined by the Chief of Police or his designee, the person so engaged in any repair work must provide adequate protection, as the Chief of Police or his designee may require. If the Chief of Police or his designee determines that the site may be adequately protected by placement of appropriate barricades, the person engaged in any such repair work shall provide such barricades and barricade warning lights as the Chief of Police or his designee shall require.

§ 279-16. Use of nonmunicipal flagpersons.

If no police officer of the Manchester Police Department is available to accept the extra police duty referenced herein, and the repair work is conducive to the use of flagpersons as determined by the Chief of Police or his designee, or in any other instance when flagpersons are utilized, the entity responsible for the repair work shall provide, pay for and utilize a flagperson equipped with a high visibility traffic control vest and high visibility traffic control flag whose sole function shall be to control vehicular and pedestrian traffic during all hours when repair work is being done or when a hazard to such traffic or to public safety exists.
