About this opportunity

Draper City is soliciting bids for the 2026 700 West Improvements Project, a municipal infrastructure construction contract with electronic bids due June 11, 2026 at 2:00 PM through the Utah Public Procurement Place (U3P), with questions due June 9, 2026.

The scope encompasses installation of storm drain infrastructure, curb and gutter, sidewalk, new half-width asphalt pavement, and miscellaneous items along 700 West from approximately 11500 South to 11800 South. The bid schedule includes 34 line items with unit prices or lump sums. The contractor must furnish all labor, materials, tools, equipment, and services; obtain permits; implement traffic control conforming to MUTCD standards; complete a Storm Water Pollution Prevention Plan within five calendar days of award; and maintain quality control material testing. Sunrise Engineering will provide one-time construction staking at city expense; additional staking is the contractor's responsibility.

The project duration is a maximum of 120 calendar days from Notice to Proceed, with liquidated damages of $2,000 per day assessed for late completion. Work stoppages due to inclement weather and utility or power-pole relocations do not count toward contracted working days; equipment-failure stoppages remain the contractor's responsibility. Significant considerations include ongoing right-of-way acquisition across three parcels that may delay work, relocation of Rocky Mountain Power poles, Google Fiber infrastructure relocation, and utility potholing investigations. The contractor must maintain an 18-month guarantee period following project acceptance.

A 5% bid bond payable to Draper City is required. Performance and payment bonds, each at 100% of the contract price with corporate surety approval, are mandatory. Award is made to the lowest and most responsible bidder, with consideration given to contractor experience, previous performance with Draper City, and adherence to deadlines. The construction agreement must be signed and notarized by June 25, 2026. The city is not responsible for expenses incurred prior to award by City Council and reserves the right to reject any or all responses.
