About this opportunity
Glades Electric Cooperative, Inc. is soliciting bids for a 2025 emergency contract to provide maintenance of traffic services during hurricane restoration efforts across Highlands, Okeechobee, Hendry, and Glades counties in Florida. The procurement is for a comprehensive traffic management service supporting power line workers in post-disaster environments, with contractors required to respond 24/7 and reach emergency sites within two hours. Key deliverables include deploying certified flaggers, providing light towers, arranging detours, and protecting surrounding properties in accordance with Florida Department of Transportation specifications and the Manual on Uniform Traffic Control Devices (MUTCD). Bidders must demonstrate FDOT certification for traffic device placement and maintenance, and submit detailed rates, references, and certifications. The evaluation criteria will weight qualifications at 40%, past performance at 30%, and cost proposal at 30%, with the cooperative reserving the right to award multiple contracts based on disaster severity. The call for bids was posted on June 24, 2025, with proposals due on July 11, 2025, and an anticipated award date of July 24, 2025.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide documentation demonstrating a drug-free workplace, no public entity crimes, and compliance with federal lobbying and debarment regulations. The total contract base is set at a "not to exceed" amount of $500,000, with compensation structured through unit pricing and time and equipment rates. The contract will cover emergency services through December 31, 2025, and includes comprehensive insurance requirements with minimum coverage limits for workers' compensation, general liability, and auto liability. Reimbursement will be made on a weekly basis for actual material costs without overhead, and the contract allows for flexible rate adjustments during emergency situations. Prospective bidders will need to demonstrate capability to provide a wide range of emergency support services, including damage assessment, facility restoration, debris removal, and base camp support.
