About this opportunity

The Charlotte Department of Transportation (CDOT) has issued an Invitation to Bid (ITB# 269-2025-152) for up to fifty (50) portable driver feedback speed sign assemblies, with bids due on November 3, 2025, at 11:00 p.m. EST via the Bonfire eProcurement Portal. The procurement seeks qualified suppliers to provide comprehensive driver feedback sign equipment designed to indicate vehicle speeds exceeding posted limits and collect speed data as part of a rotational installation program. Each sign assembly must include specific technical requirements, such as a two-digit LED speed display, battery power, data collection capabilities, and a two-year warranty. The contract will be structured as an indefinite quantity, unit price contract with an initial three-year term and potential extensions for two additional one-year periods. Evaluation criteria will consider vendor qualifications, experience, product quality, delivery capabilities, and any environmentally preferable attributes, with the City reserving the right to award to the lowest responsive responsible bidder.

The solicitation includes robust non-discrimination provisions requiring bidders to certify fair procurement practices and disclose any discrimination complaints from the past decade. Vendors must complete several mandatory certifications, including Byrd Anti-Lobbying and Debarment Certification forms, demonstrating compliance with federal and local regulations. The bid requires detailed reference submissions and mandates monthly usage reports highlighting minority and recycled product utilization. While specific budget ranges are not explicitly stated, the pricing sheet includes line items for complete sign assemblies, components, and optional data collection software. Importantly, the procurement emphasizes vendor transparency, with potential disqualification for false certifications and requirements to maintain documentation demonstrating equitable solicitation practices across all potential subcontractors and suppliers.
