About this opportunity
The Ada County Highway District (ACHD) is conducting a comprehensive Request for Qualifications (RFQ) for its 2025-2027 On-Call Consultant Services (OCCS), seeking to establish a list of qualified professional service firms across nine distinct service categories including design, bridge inspection, environmental services, traffic signal timing, construction inspection, geotechnical services, surveying, transportation planning, and public involvement. The procurement targets professional consultants licensed in Idaho with minimum qualifications typically including five years of experience, relevant professional licenses, and demonstrated expertise in specific technical domains. Interested firms must submit electronic responses through the OpenGov online portal by July 22, 2024, at 4:30 pm, with a pre-submission meeting and proposal workshop scheduled for June 13, 2024. The evaluation criteria are points-based, focusing on firm history, location of work, understanding of service requirements, project experience, key personnel qualifications, and quality control procedures. Each category has specific technical requirements, such as roadway design professionals needing to demonstrate context-sensitive design capabilities, environmental consultants requiring expertise in specific sub-categories like wetlands or archaeological studies, and public involvement specialists needing portfolio evidence of effective communication materials.
The RFQ does not explicitly mention set-aside designations for disadvantaged business enterprises, and no incumbent vendors are specifically highlighted in the documentation. The procurement appears open to qualified firms meeting the technical and experiential requirements, with a strong preference for local and state-based consultants evidenced by the evaluation scoring that awards more points for work performed in Ada County and Idaho. While specific contract values are not definitively stated, the opportunity covers projects ranging from small community enhancements under $300,000 to more complex urban infrastructure initiatives. The three-year contract period (October 1, 2024 to September 30, 2027) suggests a significant potential cumulative value across the nine service categories. Firms are encouraged to submit qualifications for multiple categories, with a modular proposal approach that allows comprehensive demonstration of capabilities. The ACHD reserves the right to require prime consultants to engage sub-consultants for specialized tasks, further expanding potential opportunities for smaller or more specialized firms within the local and regional professional services ecosystem.

The Ada County Highway District (ACHD) conducts a formal procurement once every three years to establish its On-Call Consultant Services (OCCS) List. In June of 2021, ACHD issued a Request for Qualifications (RFQ) and established the 2022-2024 OCCS List. The OCCS List became effective on October 1, 2021 and will terminate on September 30, 2024.
Given this background, ACHD is requesting a Statement of Qualifications (SoQ) from firms interested in providing professional and other services on an "on-call, as-needed" basis for the 2025-2027 OCCS List to become effective on October 1, 2024 and will terminate on September 30, 2027.
