About this file

This document is a Scope of Work (SOW) for On-Call Consultant Services issued by the Ada County Highway District (ACHD) for the Stormwater Quality - Monitoring (C7) category. The SOW seeks consultants to support ACHD's monitoring program, specifically to assist in implementing two National Pollutant Discharge Elimination System (NPDES) permits covering Boise, Garden City, Meridian, Eagle, and urbanized unincorporated Ada County. Qualified consultants must have a minimum of a Bachelor's degree in a related field and five years of performance monitoring experience, with emphasis on wet weather stormwater monitoring and assessment. The required services include sample collection, equipment maintenance, wet weather forecasting, document preparation, analytical reporting, Best Management Practices (BMPs) and Green Stormwater Infrastructure (GSI) monitoring, pollutant loading evaluations, and groundwater quality monitoring.

Consultants must be able to mobilize quickly, arriving at the ACHD main office within 30 minutes of notification and providing staff after normal business hours for sampling events. The procurement is part of ACHD's three-year cycle for establishing an On-Call Consultant Services List, with the upcoming list scheduled to be effective from October 1, 2024, to September 30, 2027. Interested firms are required to submit a Statement of Qualifications (SoQ) electronically through the OpenGov online portal, with submissions needed for both the overall On-Call Consultant Services project and specific category submissions. The document emphasizes local experience and the ability to support ACHD's stormwater quality monitoring requirements across multiple jurisdictions.
