About this file

This document is a Scope of Work (SOW) for Landscape Architecture Services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. The document outlines specific requirements for consultants seeking to provide green stormwater infrastructure (GSI) project services, with a focus on landscape architecture. Consultants must have local experienced staff with a minimum of five years of experience, a bachelor's degree in a relevant field, and an Idaho professional landscape architect registration. The scope of services includes project concept and design development for vegetated GSI (bioretention swales, planters, wet and dry basins, stormwater wetlands), permeable pavement, stormwater tree cells, traditional stormwater best management practices, design criteria development, irrigation system design, preliminary site development design, and preparation of contract documents.

The procurement is part of ACHD's triennial process to establish an on-call consultant list, with the upcoming list effective from October 1, 2024, to September 30, 2027. Consultants must demonstrate robust knowledge of stormwater facility vegetation, including native plant selection, maintenance requirements, and understanding of how facility design impacts site success. The SOW emphasizes expertise in microtopography, plant establishment, and long-term maintenance considerations. Respondents are required to submit a comprehensive Statement of Qualifications (SoQ) electronically through the OpenGov online portal, with submissions needed for both the overall On-Call Consultant Services project and specific category submissions.
