About this file
This document is a Scope of Work (SOW) for Public Involvement and Outreach services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. The SOW outlines requirements for consultants to provide public involvement and outreach support for transportation projects ranging from small community enhancement to complex urban roadway initiatives. ACHD is seeking firms capable of delivering comprehensive public engagement services, including creating renderings, videos, designing public involvement materials, conducting stakeholder outreach, developing and analyzing surveys, coordinating public meetings, and translating technical information for general public understanding.
The document specifies minimum requirements for consultants, including five years of experience in public involvement and outreach with demonstrated competency in best practices for public participation and visual communications. Transportation-related experience is preferred but not mandatory. Respondents must provide a portfolio showcasing their best public involvement materials, renderings, automations, and/or videos as part of their submission. The procurement is part of ACHD's three-year cycle to establish an on-call consultant list, with the new list becoming effective October 1, 2024, and terminating September 30, 2027. Firms are required to submit electronic responses through the OpenGov online portal, with submissions needed for both the overall On-Call Consultant Services project and specific category submissions.
