About this file

This document is a Request for Qualifications (RFQ) issued by the Ada County Highway District (ACHD) in Idaho for its 2025-27 On-Call Consultant Services (OCCS). The RFQ seeks statements of qualifications from professional service firms to establish a list of qualified consultants for various engineering and technical services from October 1, 2024, to September 30, 2027. The services span nine primary categories including design (roadway, bridge, intersection, roundabouts), bridge inspection, environmental services, traffic signal timing, construction inspection, geotechnical services, surveying, transportation planning, and public involvement. Interested firms must submit electronic responses through the OpenGov online portal by July 22, 2024, at 4:30 pm, with a pre-submission meeting and proposal workshop scheduled for June 13, 2024.

The RFQ emphasizes comprehensive evaluation criteria focusing on firm qualifications, understanding of service requirements, relevant project experience, key personnel, and control procedures. Respondents must submit a single combined PDF addressing all requirements for both the overall consultant services and each specific category of interest. The selection process includes a responsiveness review and will consider factors such as firm history, project understanding, relevant experience, personnel qualifications, and operational procedures. The document also includes an extensive professional services qualification questionnaire that explores the firm's historical performance, legal history, and potential risk factors, which will be used to assess the firm's reliability and capability to perform the required services.
