About this file

The document is a Scope of Work (SOW) for Environmental Services from the Ada County Highway District (ACHD) for their 2025-2027 On-Call Consultant Services (OCCS) procurement. The SOW details five environmental service sub-categories that consultants can apply for: C1-Environmental Report Documentation and Management, C2-Wetlands, C3-Biological Studies, C4-Archaeological/Cultural, and C5-Hazardous Materials/Waste. Consultants must have a bachelor's degree in a related field and demonstrate five years of experience in their specific sub-category. For document submission, firms are required to provide their Statement of Qualifications (SoQ) electronically through the OpenGov online portal, with the same PDF submitted for the overall project and each individual category.

Each environmental service sub-category has specific minimum requirements and detailed scope of work. For instance, C1 requires experience in NEPA compliance and environmental documentation management, C2 focuses on wetland identification and mitigation, C3 covers Endangered Species Act compliance, C4 involves cultural resources evaluation, and C5 addresses hazardous materials site investigations. Consultants must provide documentation proving their compliance with the specified requirements, including professional experience, educational background, and capability to perform the designated environmental services. The procurement is structured to establish a list of qualified consultants who can be called upon for environmental services on an as-needed basis during the 2025-2027 contract period.
