About this file

This document is a Scope of Work (SOW) for Geotechnical Services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. ACHD is seeking qualified consultants to provide comprehensive geotechnical services for roadway projects, with services including geotechnical borings/field sampling, soil analysis, testing/inspection, flexible/rigid pavement design, pavement preservation, sustainable pavement design solutions, gravel road stabilization, and documentation in accordance with ACHD and ITD policies. The selected consultants must be able to conduct most laboratory testing in-house and provide project consulting and ongoing testing services during construction.

The procurement requires consultants to meet specific minimum qualifications, including having a Western Alliance for Quality Transportation Construction (WAQTC) Certified Laboratory and being licensed and practicing in the geotechnical field. This solicitation is part of ACHD's recurring three-year cycle of establishing an on-call consultant services list, with the new list set to become effective on October 1, 2024, and terminate on September 30, 2027. Interested firms must submit their Statement of Qualifications (SoQ) electronically through the OpenGov online portal, with submissions required for both the overall On-Call Consultant Services project and the specific Geotechnical Services category.
