About this file

This document is a Scope of Work (SOW) for Traffic Signal Timing services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. The SOW focuses on selecting consultants to prepare signal timing and coordination plans for transportation corridors, utilizing modeling software like Synchro 10 to develop optimized signal timing strategies. Consultants will be responsible for creating final reports documenting project results, including travel time reductions, fuel savings, and benefit/cost ratios for signal optimization. They will also review and adjust traffic signal performance measure (SPM) parameters to enhance corridor performance.

The document recommends that consultants without specific signal timing expertise collaborate with firms already listed on the ACHD On-Call Consultant Services List for Traffic Engineering, Roundabout Design, or Intelligent Transportation Systems (ITS). This approach ensures that selected consultants can provide comprehensive and technically proficient signal timing services. The procurement is part of ACHD's three-year cycle to establish an on-call consultant list, with the upcoming list effective from October 1, 2024, to September 30, 2027, allowing for flexible, as-needed professional services across multiple transportation engineering categories.

On-Call Consultant Services Procurement Revised 5/10/2024

D2: TRAFFIC SIGNAL TIMING

The ACHD will also select consultants in the following Traffic Services category:

• Signal Timing: Prepare signal timing and coordination plans for selected transportation corridors including the development and implementation of optimized signal timing using modeling software such as Synchro 10.

Development of signal timing final reports documenting project results based on travel time studies that include travel time reductions, fuel savings and identification of an overall benefit/cost ratio for signal optimization.

Review traffic signal performance measure (SPM) parameters and make adjustments to optimize corridor performance.

In cases where consultants have been selected for contracts that include signal design and roundabout design but said consultants do not have such expertise in signal timing, it is recommended that these consultants team with a firm already on the ACHD On-Call Consultant Services List for Traffic Engineering, Roundabout Design, or ITS that have the needed expertise.
