About this file

This document is a Scope of Work (SOW) for Roundabouts Design services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. The SOW outlines the requirements for consultants to conduct roundabout design, including preparing capacity analyses, concept layouts, design vehicle swept path plans, and supporting public involvement and stakeholder meetings. Consultants must be familiar with roundabout grading, drainage, landscape restrictions, signage, pavement markings, illumination, and construction traffic control plans. All work must conform to ACHD Policy 5108 and Idaho Standards for Public Works Construction (ISPWC).

The document specifies that consultants selected for contracts involving roundabout design must either be on ACHD's Roundabout Design On-Call Consultant Services List or team with a firm that has the necessary expertise. The minimum requirement for applicants is to be licensed as Professional Engineers in the State of Idaho. This procurement is part of ACHD's periodic selection process to establish an on-call consultant list, which will be effective from October 1, 2024, to September 30, 2027, allowing the district to engage qualified professionals for roundabout-related projects on an as-needed basis.

On-Call Consultant Services Procurement Revised 05/10/2024

A5: ROUNDABOUTS DESIGN

The Ada County Highway District (ACHD) will select consultants to conduct roundabout design, consisting of the following work tasks:

• The consultant shall be able to prepare roundabout capacity analyses and concept layouts in addition to providing and reviewing roundabout plans showing the design vehicles’ swept paths, fastest paths, and natural paths. They will also be able to support public involvement and stakeholder meetings, if applicable to the project.

• The consultant shall be familiar with roundabout grading, drainage, landscape restrictions, signage, pavement markings, illumination, and construction traffic control plans. They will also support project inspectors, if needed, through the construction process.

• All roundabout related efforts shall conform to ACHD Policy 5108 (Roundabouts), and all applicable ACHD supplements to the Idaho Standards for Public Works Construction (ISPWC).

In cases where consultants have been selected for contracts that include any level of round-about design, but said consultants are not on the applicable Roundabout Design On-Call Consultant Services List, it is required that these consultants team with a firm already on the appropriate ACHD On-Call Consultant Services List for Roundabout Design that has the needed expertise.

Minimum Requirements: All firms applying in this Service Sub-Category must provide documentation demonstrating their compliance with the following minimum requirements.

• Must be licensed as Professional Engineers in the State of Idaho.
