About this file
This document is a Scope of Work (SOW) for Bridge Design Services issued by the Ada County Highway District (ACHD) as part of their 2025-2027 On-Call Consultant Services (OCCS) procurement. The document outlines the requirements for bridge design consulting services, which will cover projects ranging from small community enhancement to complex urban roadway initiatives. The scope includes multiple design and engineering services such as public involvement, bridge and structural design, irrigation and drainage design, right-of-way planning, surveying, geotechnical investigation, utility and railroad coordination, floodplain and environmental evaluations, mitigation design, and ADA compliance. The category specifically covers pre-cast box culverts, concrete or steel multi-span girder structures, and wing walls, excluding free-standing retaining walls.
ACHD is pursuing a more comprehensive concept design approach that involves early identification of project needs, stakeholder engagement, and context-sensitive design considerations. The procurement requires firms to have a Licensed Professional Engineer in Idaho with a minimum of five years of structural design experience. The district reserves the right to require prime consultants to hire sub-consultants for specialized services like signal designs, roundabout designs, or traffic studies. The evaluation will consider factors such as current and future school sites, pedestrian and bike route planning, travel lane width, design speed, land use considerations, and unique project area features. Qualified firms must submit electronic responses through the OpenGov online portal, with submissions required for both the overall On-Call Consultant Services project and specific design categories.

On-Call Consultant Services Procurement Revised 05/10/2024
A3: BRIDGE DESIGN
Ada County Highway District (ACHD) Projects will range in complexity from small community enhancement projects to complex urban roadway projects. All responsive proposals will be ranked separately for projects. The projects may include the following items:
• public involvement,
• bridge design,
• structural design,
• irrigation design,
• drainage design,
• right-of-way design,
• surveying,
• geotechnical investigation,
• utility coordination,
• railroad coordination,
• floodplain evaluation,
• environmental evaluation,
• mitigation design, and
• Americans with Disabilities Act
(ADA) compliance.
This category includes pre-cast box culverts, concrete or steel multi-span girder structures, wing walls, or other structures. It does not include free standing retaining walls as a Bridge Design item.
ACHD reserves the right to require prime consultants to hire a sub-consultant that is qualified to perform signal designs, roundabout designs, or traffic studies. All qualified sub-consultants will be ranked in the Traffic Engineering category.
In addition to typical transportation design work, ACHD is now pursuing a more in-depth concept design phase. The concept designs are intended to answer key questions early and to identify the transportation project’s long-range needs by involving affected parties, understanding technical and public concerns, and collecting key information to support decision-making. The concept design process will identify and evaluate project alternatives. ACHD is also seeking firms with experience in context sensitive design. Our projects will consider:
• current and future school sites;
• consideration of appropriate pedestrian/bike routes and generators;
• appropriate sizing of pedestrian/bike facilities;
• evaluation of special pedestrian/bike crossings;
• width of travel lanes for the context of the street;
• appropriate design speed;
• analysis and consideration of functional and potential usage of parallel routes;
• consideration of existing and planned land uses;
• consideration of urban form that justifies context sensitive design; and
• unique features of the project area that justify context such as parks, churches, public buildings, topography, etc.
Minimum Requirements: All firms applying in this Service Sub-Category must provide documentation demonstrating their compliance with the following minimum requirements.
• Licensed Professional Engineer in the State of Idaho with a minimum of five (5) years of experience in structure design to sign and seal design plan sets.
